89 detainees and 10,007 denounced this Tuesday for violating the confinement rules


This past Tuesday, the State Security Forces and Corps have detained 84 people and raised 10,007 sanction proposals for infractions of the confinement rules adopted to stop the COVID-19 pandemic.

Following is the transcript of the intervention this Tuesday by the police spokesmen at the press conference after the daily meeting of the Scientific-Technical Committee COVID-19:

Deputy Director General for Logistics and Innovation of the National Police, Chief Commissioner José García Molina:

"Be my first words of appreciation for the work carried out by the deputy director of operations of the National Police, who during these last 17 days has presented to us the activities carried out by the National Police in collaboration with all the institutions involved in this great security device established for fight against the expansion of COVID-19.

Unfortunately, in a medical examination motivated by the positives produced in the Technical Commission, he has also tested positive for the presence of the virus in his body. We wish you a speedy recovery. It is an honor for me to continue this informative work on the activity of the National Police.

The coordinated territorial deployment of all members of the Security Forces and Corps and the Armed Forces is allowing us to extend our presence to more cities and towns to verify that all citizens, regardless of their place of residence, contribute to the paralysis of the COVID-19 extension.

All the citizens, pushing to achieve this objective, fulfill the motto "We stop this virus together".

1. Number of detainees and records

In the last 24 hours, the number of detainees has been 62, which, added to the 876 detainees since the Royal Decree came into force, make a total of 938.

Regarding sanctions, in the last 24 hours 3,936 minutes have been processed, which means a total of 74,864 since the beginning of the State of Alarm. It is a number similar to last Monday, which leads us to affirm that citizens are aware that in order to beat this virus, you have to stay home.

Among the incidents I want to highlight the arrest of a woman in Santa Cruz de Tenerife who, taking advantage of her work as a cleaner in a hospital center, stole personal protective equipment, masks, vinyl gloves and hydroalcoholic gel. Later, he sold this material in packs in different neighborhoods of the Tenerife town.

After the complaint from the hospital officials for the disappearance of the products, the National Police investigators managed to identify and arrest the alleged author. As data indicate that at that time he wore several masks to proceed with their sale.

As you can see, some people take advantage of the emergency situation we are experiencing. Have no doubt, the National Police will continue to fight against those behaviors that harm us all.

2. Borders

Regarding the closure of internal borders with France and Portugal, in the last 24 hours 174 refusals of entry have been made and 6,515 vehicles have been controlled.

As for air and sea borders, yesterday there have been six refusals to enter Madrid Airport.

3. Internet scams

Thanks to the continuous surveillance that our cybercrime units carry out over the Internet, two new scam attempts were detected on Tuesday.

On the one hand, it was detected a profile of a social network supposedly dedicated to bodily health issues and where, in addition, its manager identified himself as a doctor, who published the availability of the vaccine to cure COVID-19 as well as the possibility of dispense it upon payment. The account literally stated that he had "the coronavirus cure".

Our cyber agents have found that this profile, and another associate that belongs to the distributor of the alleged vaccine, required interested persons to contact them privately to send them the vaccine for a fee, at which time the scam materialized.

The cybercrime unit of the National Police has started the mandatory investigation into these events and, in addition, the necessary steps are being taken with the platform to unsubscribe both user profiles.

On the other hand, also on Tuesday, a massive email distribution campaign was detected that supplants a platform for audiovisual entertainment content.

In this type of phishing, the user receives an email requesting that they update their account details when there are billing problems. To do this you must click on a link and enter your personal data to correct the incident.

Please, be suspicious of any email from unknown senders and only provide your personal data in those cases that are strictly necessary and on websites of absolute trust.

4. Full Inclusion

One of the fundamental objectives of the National Police is to protect the most vulnerable groups. For this reason, our Citizen Participation units, which are deployed throughout Spain, maintain continuous contacts with associations or institutions that require a special dedication such as our elders, children or people with disabilities.

We want to show our appreciation to all these groups for the special effort they are making. More than fifteen days of confinement have already passed and you are proving to be an example for everyone, taking the motto "stay at home" to its maximum meaning.

And we want to influence the special situation suffered by people with intellectual disabilities or autism, who require special attention. It is obvious that they need to go out for small therapeutic walks with their companion and, of course, that point is covered by the regulations that regulate the limitation of freedom of movement during the State of Alarm. Our highest admiration for them and for their caregivers and family.

On the other hand, in these days of confinement a daily routine has been installed, going out to applaud all the professionals who are literally leaving their skin. It is an emotional recognition of the essential work that they are doing, looking tirelessly for the recovery of the thousands of patients who are fighting for their lives.

Doctors, nurses, caregivers, assistants, caretakers, clerks and other members of the health field are in the forefront fighting the virus. Do not hesitate, you are heroes. You have become the positive reference that animates and pushes this society.

Any recognition we give you will never reach the degree of dedication and professionalism that you are showing. From here we want to encourage that applause to be louder and louder. It should not decline, just as the essential work that they are carrying out does not decline. We applaud louder every day. They deserve it.

Likewise, and in relation to the coronavirus detection test tests carried out for several days on the police officers who are isolated in their homes, we inform you that 797 officers have already been carried out thanks to the agreement with MUFACE, Asisa, Adeslas, DKV and the health services of the autonomous communities.

To conclude, we also want to thank the National Police personnel who are integrated into the Security Service of His Majesty the King, who are supporting the various devices deployed to manage this health crisis. "

"First of all, I would like to point out that, throughout Tuesday, more than 20,000 civil guards (10,039 patrols) once again patrolled the towns and cities of Spain.

In the surveillance tasks to verify compliance with movement restrictions and the closing of establishments during the state of alarm, the following actions were carried out:

• The identification of 113,921 people
• The interception of 2,530 vehicles
• As a consequence, 6,071 complaints were filed, 5.33% of the total number of people identified, and 27 people were arrested for crimes of resistance and disobedience.

I want to highlight that the majority of these arrests are responding to repeated breaches of the containment measures, which are a sample of behaviors that endanger everyone's health.

This is the case of a man in Buenavista del Norte, Tenerife locality, who was in the street in a state of strong alteration. The body patrols, with due precautions, managed to reduce it and transfer it to a medical center. However, a few hours later, after being discharged from hospital, he returned to tour the streets of the town with the same aggressive attitude. For all these reasons, he was detained and placed at the disposal of the judicial authority, which finally decreed his admission to prison.

In addition, events such as the one reported become even more dangerous when the attempt to evade the action of the agents is carried out using motor vehicles, since they put the physical integrity and life of the civil guards and other users at serious risk. of public roads.

I am also obliged to point out that various establishments have been denounced for failing to comply with the measures to open up to the public during the state of alarm. On March 28, civil guards serving in the municipality of Icod de los Vinos, in Tenerife, denounced the owners of three bars in that municipality for failing to comply with the measures of the state of alarm. One of these establishments, although it was apparently closed, was connected to a door with the interior of a supermarket, a circumstance that was used to dispatch drinks.

As for the work carried out to guarantee the operation of essential services, the 3,338 men and women of the Civil Guard who provided this type of service on Tuesday have been responsible, among other things, to ensure that the various materials reach their corresponding Destinations.

• Accompaniment of medical material transport carried out by the Traffic Civil Guard from Zaragoza to the Infanta Elena de Valdemoro University Hospital (Madrid)
• Within the framework of the Greater Security Plan, the transfer of an important supply of protection and disinfection material, which had been donated by a religious association to a nursing home in Montilla (Córdoba).

In addition, we have continued to offer the different capacities and resources that the Civil Guard has to fight this epidemic, however small they may be. In this sense, I would like to mention:

• The offer made by the Civil Guard to the health authorities of the Balearic Islands of six oxygen therapy stations of the Special Group for Underwater Activities (GEAS) of the Civil Guard. These teams can complete the capabilities of immediate response to episodes of respiratory failure that patients admitted to the field hospital that is planned to install in a hotel in the town of Palma de Mallorca may suffer.
• And to the donation made a few days ago by the Traffic School of the Civil Guard in Mérida, which delivered a total of 209 protective glasses, of which are used to ride a motorcycle or do shooting exercises, to health centers and residences of the third age of the municipalities of Mérida and Calamonte; and 350 sheets of transparent acetate for volunteers from the Coronavirus Makers movement, to make protective masks.

In the field of new technologies

Our specialized units in cybercrime have detected a fraud consisting of sending a message through WhatsApp in which they ensure that due to the quarantine they are giving away 100GB of Internet for sixty days.

This false link should not be accessed, since it is designed to subtract personal and bank data to subsequently make fraudulent purchases. In addition, it previously redirects to a web page that requests to share the message with a minimum of twelve more contacts, which also contributes to expanding the scam.

The best way to avoid fraud of this type is to consult with the telephone operator itself, who will inform them of the available offers, thus avoiding being victims of possible deceit. Furthermore, they should always be suspicious of information that they have not requested. If you believe that you may have been the victim of one of these scams, please notify your operator and report the Civil Guard through the mailbox ciberestafas@guardiacivil.org.

In relation to the coronavirus detection test tests, in the last 24 hours some 1,000 agents have been performed.
