The acquisition of this shipment has been made by the emergency procedure, in accordance with the provisions of article 16 of Royal Decree-Law 7/2020, of March 12, by which urgent measures are taken to respond to the economic impact of COVID -19, under the provisions of article 120 of Law 9/2017, of November 8, on Public Sector Contracts.
The shipment in this consignment includes more than 725,000 FFP2 protection masks, which will be used for distribution among public sector workers in the field of state-owned transport, entities and companies of the Mitma Group (ADIF and ADIF-Alta Velocidad, Renfe -Operator, ENAIRE, AENA, State Ports, etc.) and Post Office, and in addition another 75,000 will go to the Ministry of the Interior, to distribute among members of the Security Forces and Corps.
The shipment that arrived last night in Madrid also includes 387,000 surgical masks that Mitma, in order to meet the needs of the national health system, will deliver to the Ministry of Health, for distribution to health facilities through the National Institute of Health Management.
Effective for the protection of workers' health
The masks of the FFP2 type, object of acquisition centrally by Mitma through the public entity Puertos del Estado, by virtue of the Order TMA / 263/2020, of March 20, which regulates the acquisition and distribution of masks by the Ministry of Transport, Mobility and Urban Agenda, according to the criteria of the Ministry of Health, they are effective for the protection of the health of workers who are subject to the risks derived from the current pandemic caused by the Coronavirus.
In this situation are the groups of workers among whom this material will be distributed: health professionals, personnel from the Security Forces and Bodies and workers from the transport sector.
It should be borne in mind that the exponential advance of COVID-19 worldwide has increased globally the demand for protective material to tackle the virus, a circumstance that has overwhelmed the production capacity of factories destined for this type of equipments, generating a situation of shortage of this kind of material.
For this reason, Order TMA / 263/2020, of March 20, articulated an agile and effective procedure at the centralized level, within the legal framework applicable during the validity of the state of alarm, to acquire the aforementioned protection material immediately In order to meet the needs derived from the protection of people and to face the public health emergency situation caused by COVID-19.
