During the closure of the VIII Nautical Congress that was held today in Valencia, the minister stressed that recreational boating is a sector that allows us to develop in our coasts an economic fabric of high added value and transmits values of respect for integrity and conservation of the marine environment. Ábalos has stressed that these values are directly integrated into the objective of sustainable development of the 2030 Agenda.
The minister wanted to highlight the good relationship and the permanent interlocution between the sector and its Department and the attitude of open and determined collaboration with it. In this line, he has detailed the actions that are being carried out as a sample of this commitment from the Ministry of Transport, Mobility and Urban Agenda (Mitma):
- The approval of Royal Decree 238/2019, of April 5, which updated the safety conditions in the use of jet skis and established certain professional qualifications for recreational titles. This rule responded to a double demand for recreational boating. On the one hand, the modernization of the safety regime applicable to the realization of motor activities and, on the other hand, created limited professional attributions for holders of nautical titles to allow a first access to the nautical labor world and, at the same time, give legal coverage to a series of professional activities.
- In the coming months, in addition, a new Royal Decree will be approved that will update the safety material that vessels have to carry on board.
The future provision will simplify compliance with the regulations on safety equipment on board recreational vessels while maintaining a standard safety lift, which will also be applicable to vessels that regularly navigate Spanish waters regardless of the flag fly.
Streamlining and homogenization of procedures
Ábalos wanted to put in value that a global revision of the regulations on inspections, recognition of flagging and registration of boats and recreational vessels and the regime of nautical qualifications is being carried out.
With this review process, framed within a framework of continuous improvement, it is intended to simplify, streamline and homogenize all aspects that practice and the passage of time have shown as improvable, as explained by the minister.
In addition, Ábalos has affirmed that the Ministry has implemented a one-stop-shop system that allows workloads to be transferred between captains regardless of which administrative unit an application has entered, which allows for the unification in the processing of recreational nautical applications. .
To conclude, the minister has talked about the impact of the sector on the environment and although he has recognized that it is lower than other sectors such as motorized land vehicles, he has requested the sector to actively promote the conservation of our seas and The fight against climate change.
