The president of the Diputación de Valladolid, Jesús Julio Carnero, and the president of the Valladolid Confederation of Employers (CVE), Ángela de Miguel, have inaugurated the day of presentation of the third edition of the Program 'Valladolid Consolidates Rural Pyme', which aims to help companies in the province to improve and strengthen its position in the market.
As the president of the Provincial Council of Valladolid recalled, "this agreement is part of the collaborative actions between both institutions included in the Impulse Plan, with which we are among all helping to reduce unemployment figures in our province, in this case through the strengthening of our small and medium enterprises, and that in the case of collaboration with the CVE has allowed us to reach more than 500 beneficiaries, and more than 300 companies in the province. "
In this sense, he has affirmed that "After the success of the first two editions, in which 54 companies have participated, we have decided to renew the collaboration agreement to include 25 new companies in the program and thus work with 79 companies in total. And all of them located in a total of 38 municipalities of less than 20,000 inhabitants of our province, helping to consolidate more than 560 jobs, in a clear demonstration of the support of the Diputación de Valladolid for the development of our towns and our rural world ".
For her part, Ángela de Miguel highlighted that Spain is one of the EU countries with the smallest business dimension, 4.6 employees per company, where, despite creating companies at a similar pace to other European countries, there are many more that close soon and those that do not generate additional employment. According to the DIRCE, only 14% of companies with 20 or fewer employees reach 20 years of life in Spain, while this ratio rises to 43% in companies with more than 20 employees.
In our business fabric, micro-enterprises represent 40% of total employment. However, the participation in the added value is notably lower, only 25.3%. This translates into a lack of productivity and, consequently, low salaries.
He recalled that during the crisis, it has been lower in larger companies and the recovery of employment is earlier in larger companies, and that the greatest gains in productivity of work occur when jumping from the category of micro-enterprises to companies little.
As a result, this project aims to help the businessman in his growth process by providing specialized consultants in all areas of business management, at no cost to the employer since the project is funded by the Diputación de Valladolid through its Impulse Plan.
VALLADOLID CONSOLIDA RURAL SME
The 'Valladolid Consolida Pyme Rural' Program, funded by the Diputación de Valladolid and developed by the CVE, is aimed at Companies in the province that seek to rethink their strategy to adjust it to market needs and update their knowledge of business management, as well as help in their possible exit to foreign markets.
The program is structured in different phases, which start with a systematic diagnosis of each of the companies and their functional areas in order to reformulate their strategic objectives and, from there, develop a strategic plan consistent with the diagnosis of departure and the proposed strategic objectives, introducing the necessary changes within the possibilities of each of the companies.
For this, and after the initial evaluation, three types of specific actions have been developed based on working with companies with needs for restructuring and internal consolidation, for companies that may face the opening of new markets or companies in a situation of face a process of internationalization.
In the first two editions of the Program, 54 companies participated, of which 24 have addressed internal consolidation processes, 29 have faced the opening of new markets and 10 have begun the internationalization process.
COLLABORATION DIPUTACIÓN – CVE
The Consolida PYME Rural program is part of the different actions that, linked to the Impulse Plan, jointly develop the CVE and the Diputación de Valladolid.
A collaboration that began in 2013, with the Transnational Training and Practices Program in Germany for Unemployed Youth, through which almost a hundred young people have passed, 54.7% women, from 41 localities in the province and with a degree of labor insertion in Spain that reaches 74%.
Likewise, in 2015, the CVE Traspasa Program was launched, which was recovered in 2018 and which affects the contact of entrepreneurs who want to transfer their business with entrepreneurs who want to access a business already underway. There are almost a hundred companies adhering to the project, as well as 70 new entrepreneurs and more than 35 successful transfers.
To this is added, within the Rural Women's Employment Plan, a program for the improvement of Employability in which 78 women have participated in its first two editions, in which it has opted for the promotion of self-employment, and for the training both to obtain the title of Technician in Occupational Risk Prevention and in Leadership. In addition, a program has been launched to promote awareness activities on equality in companies with fewer than 250 workers.
On the other hand, two editions of the Entrecuentros Empresariales program have been developed in which more than 150 companies of the province have participated through different days of networking that has allowed them to establish a network of contacts, collaborations and synergies that has led to the start-up of new business opportunities.
And finally, last year launched the program The Path of Entrepreneurship that has reached 400 students in the second cycle of ESO and Baccalaureate, in order to promote among them the entrepreneurial culture.
The Spanish Association of Automobile and Truck Manufacturers ANFAC launches its first ANFAC Barometer of Electromobility with which it intends, quarterly, to analyze the evolution of Spain and its autonomous communities in the penetration of pure electrified and electric vehicles, as well as the level of development of recharging infrastructure.
This barometer is an index (based on 100) that assesses the level of compliance of the territories with different objectives, such as: achieving a 10% share of the electrified vehicle market; get a 70% penetration of pure vehicle with respect to electrified vehicle; the necessary volume of recharging points to achieve this objective (3.3 points per 1,000 people of motorized age) and that 30% of these infrastructures are fast or super fast.
With these elements, a valuation is made, being the level or value 100, the total fulfillment of these objectives. In this scale and depending on the different degrees of scope of the objectives, a value or level is given to each territory. In this sense, the global indicator of Electromobility of the ANFAC Barometer, which measures both the penetration of the electric vehicle and the development of infrastructures, indicates that Spain is at the tail of Europe in electric mobility, only ahead of Italy, since it would be placed at a level 15 compared to 100, which would mean total compliance with the aforementioned minimums. Thus, countries such as the Netherlands would be at a 76 compliance level and Norway would double the penetration objectives of the electric vehicle and infrastructure development (this is why the index gives it a level of compliance of 200).
Regarding Autonomous Communities, the global indicator points to the Basque Country, Catalonia and Madrid, the leading regions in electromobility. Although Madrid is the Autonomous Community with the largest presence of electrified vehicles, thanks to the MUS, Basque Country and Catalonia aid program, it has outperformed this community thanks to its strong support for charging infrastructures, which boosts its level of compliance to 22 and 20 , 5, respectively. It is the highest value reached by any region in this Barometer, despite the fact that it is still far from 100, which would have meant reaching minimum levels of electric vehicle penetration and charging infrastructure.
For Mario Armero, executive vice president of ANFAC, "The electric vehicle is key in the present and future development of the automotive industry. The commitment of manufacturers with the reduction of polluting emissions and the fight against climate change is a reality, especially if we take into account that more than 60% of the models that will reach the market in 2019 and 2020 have electrified version ". "The Spanish factories need to increase their percentage of manufacturing of electrified vehicles and for this, a strong market, a growing demand that justifies the awarding of models to our plants, is essential," he said.
With this Barometer, better tracking of this market will be allowed. "It is necessary that the administrations commit, in the light of these numbers, with the decided support to these vehicles. In fact, the results of those that have introduced aid or stimulus plans are palpable. Plans to renew the park and help with the purchase of these vehicles are needed; fiscal stimuli; improvements in the conditions for the companies in order to make more cost-effective the installation of charging points and public incentives for the development of infrastructures of fast and super-fast charging ", explained Armero.
PENETRATION OF THE ELECTRIFIED VEHICLE
Regarding the penetration of the electrified vehicle, the Barometer highlights that Spain is far from the objective of 10% share of these models in the market and also that 70% of these vehicles sold are pure electric. Thus, the indicator gives you eight points of less valuation, which is only at a compliance level of 13, while the EU-15 as a whole would reach a value of 21 out of 100 compliance. Very far, anyway, both areas of total compliance and Norway, which exceeds three times these objectives (gets a score of 308 out of 100). The closest to the goal is Holland, with a value of 59.
In Spain, Madrid stands out in penetration of these vehicles, with a level 19 of compliance. Extremadura, although it has a very small market, rises in valuation due to the high presence of pure electric vehicles in all of its electrified sales. The association expects the Basque Country, which has a support plan or Castilla León and Navarra, which have active tax credits for the purchase of alternative vehicles, to improve their score in coming quarters.
DEVELOPMENT OF RECHARGE INFRASTRUCTURES
Spain, again, occupies the posts of queue in the European Union in charging infrastructures. Only overtakes Italy in development of these points, with a level of 17.8 out of 100 compliance with the goal of installing charging points. Holland overtakes Norway for its boost to the fast-charging infrastructure.
In Spain, the impulse in the Basque Country to the superfast recharge places the region in first position in the Barometer, with a 33 compliance value. Catalonia and Castilla León are the two regions that follow.
Madrid, despite being the city with the most electric vehicles, is placed tenth in terms of penetration of the recharging facilities. It has only reached a value of 15 regarding the fulfillment of the general objective.
AMETIC, the employer of the digital industry in Spain, has presented the report Quantum Spain: A business approach, It offers a broad vision of what quantum technologies are, and their impact on different business sectors, helping to increase their productivity. Being one of the most disruptive technologies of recent years, AMETIC has opted to create within the Commission of Innovation, the Working Group on Information, Computation and Quantum Cybersecurity, which has prepared this report.
The employers thus pursue the Spanish business fabric occupies a leading position in quantum technologies, from a double perspective. One of application, to improve the competitiveness of companies in sectors such as banking, automotive, health, pharmaceutical, aeronautics, etc. thanks to the adoption of solutions based on quantum technologies, and another offer, to increase the companies providing these technologies, as well as its catalog.

The presence of AMETIC in different national and European bodies, allows employers to act as a triple hinge in the defense of the interests of Spanish companies: on the one hand, between technological supply and demand; on the other, between public entities and the private sector; and, finally, between national and European strategies. In this way, the capacity of the Working Group is maximized in the dissemination of the potential of quantum technologies, and in the contribution to the strategies and actions necessary for its development in the fields of R & D and market.
Quantum technologies in Spain
In the case of a demand market that is still very incipient, among the requests of the technological sector is to ensure that quantum technologies have a specific presence in the next national R & D & I strategy and in the corresponding national plans, both in the scientific field and in the business R & D + i
A specific support instrument for R & D & I in quantum technologies would promote the development of the ecosystem in Spain, its alignment, and the use of the available capacities in the scientific and business areas, both in technological offer as in demand and potential of application in key sectors of our country.
Under the premise that quantum technologies are going to suppose an authentic revolution in computing, companies must begin to define their strategy and positioning. Companies that take a step forward, innovating and preparing for this revolution, will be able to capitalize on the opportunities that these technologies will bring to the market. To do this, quantum immersion strategies should be planned based on action plans, which should address how the transformation will be made in the short term, and from a strategic point of view.

During the presentation of the Report, Francisco Hortigüela, general director of AMETIC, bet on the development of quantum technologies as a tool to achieve a more competitive country. On the other hand, Luis Fernando Álvarez-Gascón, president of the Innovation Commission of AMETIC, highlighted the work of the employers to transfer the importance of R + D + i to political discourse and society as a whole, and advocated that quantum technology be adequately reflected in the new R + D + i state strategy for the period 2021-27. CEIM Confederación Empresarial de Madrid-CEOE, aware of the importance of Dual Vocational Training for the incorporation of talent to companies, has developed, together with Fundación Bankia for Dual Training, Bertelsmann Foundation and the Alliance for Dual Vocational Training, a course for technical advisors of Dual FP .
The objective of this course, which has been developed during the month of May, has been to prepare professionals so that they can generate and implement Dual FP projects in the business and associative fields. "It is a pioneer course in our Region with which we seek to create a network of technical advisors of Dual FP to promote this type of training in companies ", assures Sara Molero, Training Director of CEIM.
For his part, Carlos Ruano, project manager of the Bankia Foundation for Dual Training, stressed the importance of having advisors who explain the relevance of dual training for companies and for society as a whole, "it is a kind of training that benefits all the actors involved: improves the employability of the student, the competitiveness of the company and the learning of the educational center ".

Associations present in the I Course of Technical Advisors of Dual FP
In this first edition have participated business organizations from sectors such as construction, metal, dependence, consulting, food trade, wood industry, communication or cleaning, among others.
The Association of Employers of the Furniture, Carpentry and Allied Industries of the Community of Madrid (AFAMID) has expressed the importance of the course, where "the different business associations have manifested the same difficulties to successfully tackle dual training".

The Spanish Association of Automotive Suppliers (SERNAUTO) has organized the Spanish Agrupado Pavilion made up of companies such as Ajusa; Industrial Transformers (ITSA); Riera San Fernando Contratas y Explotaciones (RSF); and Foreign Supplies (SUMEX).
Autopromotec, biennial fair with more than 50 years of history, is considered one of the reference events for operators in the after-sales world for Southern Europe, focused on workshop equipment and spare parts.
