José Luis Escrivá has taken office as Minister of Inclusion, Social Security and Migration in a joint act with the new Minister of Labor and Social Economy, Yolanda Díaz. Both have received their respective portfolios from the so far responsible for these areas, Magdalena Valerio.
The Ministry of Inclusion, Social Security and Migration will be responsible for the development and development of the Government's policy on Social Security and passive classes, as well as immigration, immigration and emigration and inclusion policies. It will have two Secretariats of State: the Secretary of State for Social Security and Pensions and the Secretariat of State for Migration.
José Luis Escrivá has been president of the Independent Authority for Fiscal Responsibility (Airef) since March 2014. In addition, since November 2015, he was president of the Network of Independent Fiscal Institutions of the European Union.
The new minister has a degree in Economic Sciences from the Complutense University of Madrid (UCM), with an extraordinary degree award. He has postgraduate studies in Economic Analysis at the UCM and in Econometrics at the Bank of Spain. Throughout his career he has published numerous articles and research papers, mainly on financial and monetary matters.
Escrivá began his career at the Bank of Spain, where he held different positions in the Research Department, and subsequently continued in Europe, where he actively participated in the monetary integration process since 1993 as an advisor to the European Monetary Institute. With the creation of the Monetary Union, he was appointed head of the Monetary Policy Division of the European Central Bank in Frankfurt. Between 2012 and 2014 he was director for the Americas of the Basel International Bank for Payments.
Between 2004 and 2012 he worked in the BBVA group, first as chief economist and director of the Research Department and, as of 2010, as managing director of the Public Finance Area.
