The jury of the National Bullfighting Prize, meeting at the Ministry of Culture and Sports, has proposed a Forum for the Promotion, Defense and Debate of the Novilladas to be awarded the National Bullfighting Prize, corresponding to 2019.
The jury has proposed to the Forum "in recognition of the Town Halls that make it up, for its exemplary work of promoting and defending Bullfighting from the base, with the program of Fairs of bullfights that allow young people to pursue their dream of becoming bullfighters , thus promoting the continuity and renewal of the Fiesta ".
Promotion, Defense and Debate Forum of the Novilladas
The entity is made up of 21 municipalities: Villaseca de la Sagra, Arganda, Arnedo, Algemesí, Villa del Prado, Guadarrama, Collado Mediano, Moralzarzal, San Agustín del Guadalix, Los Molinos, Pedrajas de San Esteban, Calasparra, Azuqueca de Henares, Cadalso de los Vidrios, Moraleja, Andorra, Blanca, El Molar, Villanueva del Rosario, Portillo and Cella. These municipalities have organized 30% of chopped steers in 2019, in addition to holding steers without chopping.
In Spain, between 77 and 79% of chopped bullfights are held in third-class places and laptops, where professionals exercise their maximum training and preparation to become bullfighters.

The jury has been chaired by Román Fernández-Baca, general director of Fine Arts. The following members have been present: Juan José Padilla Bernal, National Bullfighting Prize 2018; Cristina Sánchez de Pablos, representing the Union of Bullfighters; Mar Gutiérrez López, technical secretary of the National Association of Organizers of Bullfighting Shows; David Prados Martín, General Secretary of the National Union of Spanish Picadores and Banderilleros; Clotilde Calvo Sánchez, cattle rancher; José Luque Teruel, president of the Plaza de Toros of the Real Maestranza in Seville; Begoña Flores Ocejo, veterinarian of the Bullring of Las Ventas; Lorenzo Clemente Naranjo, president of the Legal Commission of the Toro de Lidia Foundation; Teresa Belmonte, professor at the University of Almeria; Joaquín Moeckel Gil, lawyer; and Anya Bartels-Suermondt, photographer.
