The Ministry of Territorial Policy and Public Function has reached an agreement with the CSIF, CCOO and UGT unions that will allow the launch and convening of a unitary contest for career civil servant personnel of subgroups C1 and C2 with positions assigned to the Administration General of the State (AGE), in application of the provisions of article 20.1 of the Law 30/1984, on Measures for the Reform of the Public Function, and by virtue of the provisions of Royal Decree 364/1995, which approves the General Regulations for the Entry of Personnel into the Service of the General State Administration and the Provision of Jobs and Professional Promotion of Civil Servants of the General State Administration.
This agreement represents a further step in the execution of the commitments assumed with the signing of the I Mobility agreement for civil servants at the service of the General State Administration, approved by Resolution of November 16, 2018, of the Secretary of State for Public Function.
Seniority, reconciliation and experience will score in the mobility contest
The unitary contest will include both places with a long-term provisional occupation and vacancies identified as jobs of necessary provision. The merits that, preferably and with a higher score will be taken into account for the awarding of the jobs that are called are seniority, reconciliation of personal, family and work life and knowledge and experience in positions similar to those requested.
Restrictions on mobility for personnel providing tasks in benefits in the Public State Employment Service (SEPE) and in FOGASA are reduced from 6 to 3 years.
With the agreement reached, the General State Administration recovers a fundamental instrument in the planning and rationalization of the mobility of career civil servant personnel, the unitary contest, which will promote the improvement of mobility guarantees and the exercise of rights by the civil servants and civil servants and will advance in a better distribution of personnel in the work centers.
