June 23, 2020.- The Council of Ministers today approved the new date for the completion of the process for the release of the 700MHz band, known as the Second Digital Dividend, which will be on October 31, 2020.

This new date is a consequence of the exceptional situation caused by the health crisis of COVID-19, since the social distancing and mobility restriction measures implemented during the state of alarm forced to slow down the execution of the actions to release these frequencies. , necessary for the deployment of future 5G networks.

On March 30, Spain communicated to the European Union that, as established by the norm due to force majeure and was occurring in other countries, the situation caused by COVID-19 prevented completion of the process by June 30, 2020 , term established in Decision 2017/899 of the European Parliament and of the Council.

Consequently, there is also a postponement of the tender for the 700Mhz frequency band for 5G services, which, as announced last May by the third vice president and minister for Economic Affairs and Digital Transformation, Nadia Calviño, will take place in the first quarter of 2021.

The new date to complete the process of the Second Digital Dividend has been established taking into account the end of the state of alarm, the Plan for the Transition towards a New Normality and after analyzing the situation of the work carried out to date throughout Spain.

Furthermore, emissions in simulcast (Simultaneous emission of a television channel through the new and old frequencies) will be maintained until September 30, in order to make it easier for users to adapt their facilities to receive the new planned frequencies.

The tasks of releasing the Second Digital Dividend to be carried out by the different agents must continue to be carried out, in any case, always following the instructions issued by the health authorities. Specifically, technical personnel who carry out actions in private buildings and homes must adopt the necessary preventive measures, such as social distancing, the use of disposable masks and gloves or disinfectant solutions.
