The daily walk should be carried out at most in groups formed by a responsible adult and up to three boys or girls. During it, an interpersonal distance with third parties of at least two meters must be maintained and the recommended prevention and hygiene measures must be complied with.

The person accompanying the minors must be of legal age, live in the same domicile as the boy or girl currently, or be a household employee in charge of the minor. When the adult is a different person from the parents, guardians, curators, foster parents or legal guardians, or in fact, they must have prior authorization from them.

Minors who have symptoms, are in home isolation due to a diagnosis confirmed by COVID-19, or are in a home quarantine period because they have been in contact with someone with symptoms or diagnosed with this disease may not be released.

Regarding the boys and girls residing in child protection centers, social support centers for people with disabilities or other similar residential services, the autonomous communities, respecting what is regulated in this Order, will be able, in the exercise of their powers in matters of protection and guardianship of minors, adopt the necessary measures to adapt the application of the provisions thereof.

Benefits

A controlled exit from the child population can report benefits associated with a healthier lifestyle, prevent some problems associated with prolonged maintenance of the alarm state, such as improving sleep quality or vitamin D synthesis, as well as an improvement in social or family well-being.

In this regard, the United Nations Committee on the Rights of the Child has recently made a general appeal to States warning about the physical, psychological and emotional effects on children as a result of the epidemic caused by COVID-19, of the measures taken and their consequences.

Thus, the aforementioned Committee considers that, in the state of alarm, boys and girls should be allowed to enjoy activities outside the home on a daily basis in a supervised manner and maintaining guarantees of hygiene and social distancing.
