The Civil Guard carries out several operations against the sexual exploitation of minors for the production of pedophile material

The Civil Guard carries out several operations against the sexual exploitation of minors for the production of pedophile material.

Photo shoots for the production of child pornography

In the framework of the Kiru operation, the Civil Guard has arrested a man accused of sexual abuse of a girl under the age of 16 and the production of child pornography.

The investigation was initiated following information from NCMEC, (National Center for Missing and Exploited Children in the US), which indicated that it had found several photographs and videos of pedophile content.

The analysis of these images allowed verifying that several photographic sessions had been carried out in which an adult male photographed a child who was naked and abused her.

After viewing the images, the Civil Guard identified a man, resident in Madrid, as the author of the events. With the search of his home, the investigators found abundant evidence and proceeded to arrest him.

The first analysis of the information has allowed the victim to be identified as the stepdaughter of the author of the photographs. Both the abuse and the production of child pornography had been occurring for years, at least since 2013, and were repeated on each trip that the author made to Bolivia.

In addition to abusing the minor for at least 7 years and using her for the production of child pornography, the detainee demanded that his stepdaughter send threats of photographs of sexual content through a messaging application. In addition, it remotely monitored all conversations held by the minor, deleting those that could compromise her.

Sexual abuse of minors broadcast live and on demand

In the Kugantxu operation, also started as a result of information from the US NCMEC, a person has been arrested in Bilbao (Bizkaia) for buying child pornography.

The detainee agreed upon payment of broadcasts of sexual abuse of minors issued in real time. To access the contents, small amounts were paid, usually through platforms that make it difficult to trace them (cryptocurrencies, tokens or anonymous money transfer services) in exchange for being able to see how minors are abused in real time and even a la carte.

The analysis of the detainee's conversations, through different messaging applications and of the payments made through a platform, allowed us to find out the recipients of these payments, located mainly in the Philippines.

This information was forwarded to the Manila-based Transnational Criminal Investigations Unit, headed by HSI, in order to identify the perpetrators of the abuses and the victims located in the region.

This modality of child sexual exploitation is a trend increasingly observed by researchers of this type of crime. Abuses typically occur in Southeast Asian countries, although others have also been found located in Africa.

Purchase of pedophile material with cryptocurrencies

The Jekyll operation was also carried out in collaboration with HSI and was directed against several users of a platform located in the TOR network, which offered its users access to child pornography in exchange for a payment in Bitcoin.

The analysis of thousands of cryptocurrency transactions allowed to identify a cluster of addresses associated with the investigated platform, called "Welcome 2 Video". Depending on the amount paid, users had access to a larger number of illegal files. Users received benefits for uploading videos and photos that were not previously present on the platform.

Likewise, the administrator of the page was identified, taking control of it the HSI. The information obtained allowed the arrest of three people and the carrying out of four searches in Spain.

The profile of the platform users was very varied. One of the arrests was made in Malaga and the analysis of the information found allowed us to find out that the person under investigation had made hidden camera recordings of a minor in his environment.

The investigated platform was in the TOR network, which due to its characteristics offers an important degree of anonymity to its users. Similarly, these people were taking security measures to hide pedophile content on their devices, using multiple layers of encryption, making it difficult for researchers.

Effects of the pandemic on the sexual exploitation of minors

NCMEC, through the HSI links in Spain, communicates to the Civil Guard a multitude of events related to the sexual exploitation of minors, observing a significant increase in the number of cases reported during the period of confinement derived from the health crisis.

One of these statements allowed the identification of a case of abuse of a minor in Murcia. Once the investigation was carried out, it was possible to determine that it was a member of his family environment, taking advantage of the access he had to the victim given the degree of relationship.

In another case, a group of people of various nationalities who were exchanging pedophile content files through a remote storage system have been identified. One of the members of the group resident in Granada has been detained, it is peculiar that the detainee did not store any type of illegal content on his computing devices, but instead stored all the information in the cloud.

Thanks to the identification of this remote storage, the recovery of the files stored there and conversations with other members of the group, a total of 20 people located in different countries of America (United States, Colombia, Argentina, Brazil, Chile, Ecuador, Mexico, Panama and Peru). The information was sent to all these countries through HSI and the ELIPSIA network.

The investigations have been carried out by the Telematic Crime Department of the Central Operational Unit of the Civil Guard in close collaboration with the HSI, Homeland Security Investigations (American police agency under the Department of Justice), in the framework of the fight against the sexual exploitation of minors.
