The Civil Guard dismantles an organization dedicated to the sale of illegally acquired vehicles in countries of the European Union

42 people have been arrested and 45 high-end vehicles have been recovered whose value amounts to 1,450,000 euros

The Civil Guard, in the framework of the operation JORMOS, has dismantled a network dedicated to the sale of vehicles that had previously acquired illegally in European Union countries. 42 people have been arrested, some of them through different orders of detention and extradition, for the alleged crimes of fraud, reception, improper appropriation of vehicles, falsification of public, official or mercantile document, falsification of private document and belonging to criminal organization.

Also, 45 stolen vehicles whose value amounts to 1,450,000 euros have been seized and brought to justice.

The operation was initiated after detecting, during inspections that are made periodically and randomly at different ITV Stations, an unusual increase of vehicles from Austria that could be irregular at a station in the Madrid town of Móstoles.

The agents verified that one of the vehicles registered in Spain had been stolen in a country of the European Union, for which reason a thorough analysis of the ITV files of the vehicles coming from that country during the year 2018 was started.

To facilitate the development of the investigations, police contacts were established with EUROPOL and the LKA of Austria, as well as judicial contacts through EUROJUST, where the analysis and bilateral exchange of information between both countries was carried out.

The leaders of the organization had created a series of fictitious companies, through which they issued the necessary documentation for the acquisition of the vehicles of different concessions through leasing contracts (lease agreements). To do this, they used different members of the group, who through financial compensation, gave their identity for the signing of financing loans.

Once they had the vehicles, they were transported by road to Madrid to start the legalization process in our country.

With the ITV card in their possession, the registration procedures in different Traffic Headquarters ended. For this, in many of the cases, they delivered identity documents certified by the National Police, as well as invoices, sales contracts and false registration records of the Madrid City Council, in order to make it difficult to identify and locate the different participants. It should be noted that in the course of the operation, the agents have also carried out two records in vehicle purchase and sale establishments open to the public for their involvement in the facts investigated.

The operation has been carried out by agents belonging to the Research Group of the Traffic Association (G.I.A.T. Central), which have had the collaboration of the G.I.A.T. from Navarra, Murcia, Zaragoza, Valencia, Seville, Alicante, Jaen, Granada, Cordoba, Malaga, Almeria, Ciudad Real, Pontevedra, La Rioja, Segovia, Guadalajara and Zamora; as well as the Organic Judicial Police Units of Vizcaya, Barcelona and Girona, together with the Criminalistics Service of the Civil Guard. In addition, they have had the collaboration of the Interior Attaché of the Embassy of Romania in Madrid, the LKA (Austrian police) and EUROPOL through the Technical Unit of Judicial Police.

The operation is still open, so they do not rule out further arrests of people who have several warrants for their arrest and extradition by the Austrian Prosecutor's Office.
