The state and Basque governments agree to initiate negotiations, with reasonable, affordable and realistic deadlines, within the cooperation initiated in Madrid, on February 5, which has continued today at the Vitoria meeting, within a climate of dialogue and cordiality.
The commitment of both parties is to move forward, through 2020 and 2021, in achieving the agreement reached today. During these two years, all the competent ministries, as well as the different Basque councils, will begin negotiations, first in technical presentations and then in the mixed transfer commission, to try to reach agreements in all matters that can be transferred to the Basque Country and pending of its Statute.
Mixed Transfer Commission on March 16
The Joint Transfer Commission will meet on March 16, to approve the transfers already advanced in its negotiation, and corresponding to the first block of the calendar: school insurance, assistance prior to ordinary retirement of workers affected by employment regulation files and pharmaceutical products.
Other matters to be transferred
The government expresses its willingness to dialogue to comply with the provisions of the Gernika Statute and advances in the calendar of matters that can be negotiated, through a four-block schedule that extends throughout 2020 and 2021, with realistic and concrete deadlines in complex matters.
Regarding transfers in the area of economic management of Social Security, it is important to wait for dialogue always within the framework of the Toledo Pact. In any case, the works for the beginning of the studies for the examination of matters related to the economic management of Social Security are transferred to June 2021.
As for the transfer of management of prisons, it will begin in June, with a view to completing the process before the end of the year.
It also works and will continue working on dialogue mechanisms to prevent conflict between the two administrations.
