The Council of Ministers has authorized the last six inter-administrative agreements with the Autonomous Communities that remained for the complete territorial implementation of the Educa en Digital program. In this way, Castilla y León, the Valencian Community, the Canary Islands, Cantabria, Navarra and Extremadura join the other eleven Autonomous Communities plus the Autonomous Cities of Ceuta and Melilla, whose agreements were authorized on September 29.

Thanks to this action, students from families at risk enrolled in educational centers supported by public funds throughout Spain will be able to have computer equipment with connectivity that will facilitate their digital education both from home and in person. The objective of this initiative, which will begin to be carried out during the first quarter of this school year, is to contribute to closing the digital divide in the educational field, which became so obvious after the closure of educational centers due to the emergency health of COVID-19.

After the authorization of these latest agreements, the amount of which amounts to almost 53 million euros, the initial budget mobilized for the launch of Educa en Digital will reach almost 230 million euros, since the twelve agreements approved by the Council of Ministers on last September 29 with the rest of the Autonomous Communities and the cities of Ceuta and Melilla they represent the mobilization of more than 176 million euros.

Of these, Red.es, a public company dependent on the Secretary of State for Digitization and AI of the Ministry of Economic Affairs and Digital Transformation, will contribute a maximum of up to 190 million euros from the European Regional Development Funds (ERDF).

Future performances

In addition to the loan of devices to facilitate access to digital education, the program includes the digital training of teachers and the creation of specific technological tools for teachers, students and educational authorities through the application of Artificial Intelligence. This development will allow the establishment of personalized itineraries for students, a more effective monitoring of their progress and a specific analysis of their evolution by the teaching staff.

The national launch of the Educa en Digital program culminates a process that began last June with the signing of a framework agreement between the Ministry of Economic Affairs and Digital Transformation, the Ministry of Education and Professional Training and Red.es with in order to give the Spanish educational system the necessary impulse to deepen the digitization process that has been revealed as essential after the health emergency.

Specificity of Extremadura

The agreement with Extremadura will have a maximum initial budget of € 8,605,877.98, of which up to € 6,884,702.38 will be provided by Red.es, and up to € 1,721,175.60 by the assumed Autonomous Community of Extremadura with additional funds from the EU (assigned by the Managing Authority to Red.es).

The General Directorate of European Funds, which assumes the competence of the Management Authority of the Multiregional Operational Program of Spain (POPE) of the ERDF has assigned an additional allocation of funds to the Extremadura region, the only region of Spain classified as Less Developed, for this project that allows you to cover the total investment amount.
