- The approved Royal Decree-Law extends the suspension of launches for the most vulnerable debtors by four years
The Council of Ministers has approved a Royal Decree-Law of urgent measures in the economic field that reinforces the protection of vulnerable groups who are at risk of mortgage eviction.
This measure extends the suspension of launches for vulnerable debtors for four additional years, which means that until 2024 no person in a vulnerable situation can be expelled from their home for non-payment of the mortgage.
Additionally, the concept of vulnerable group is expanded, so that in addition to the mortgage holders who are unemployed or families with a member with a disability, in a situation of dependency or over 60 years of age, they are included as beneficiaries of the suspension of launches to single-parent families with one child.
In addition, it is established that the maximum level of family income to benefit from this measure will be increased based on the number of children.
The Royal Decree-Law also modifies the seventh additional provision of the Law of restructuring and resolution of credit institutions, to adapt the causes of dissolution of the Management Company of Assets Coming from Bank Restructuring (SAREB) to its nature.
This modification will allow SAREB to continue with its functions normally until the end of its mandate, in 2027, contributing to the maximization of the sale value of the portfolio of assets it received in 2012, as well as other initiatives such as the execution of a social housing promotion program, with a park enabled of 10,000 homes for social purposes.
Finally, the Royal Decree-Law expands the types of financial entities that can request their transformation into banks, including securities companies, payment entities and electronic money entities, in line with other Member States of the European Union, which will improve the competitiveness of the Spanish economy.
