Transport, Mobility and the Urban Agenda ensures the continuity of the maritime connectivity of Melilla with the peninsula


The Official State Gazette (BOE) publishes today the Order of the Ministry of Health which establishes the conditions to be applied in phases 2 and 3 of the de-escalation, framed in the Plan of Transition to the New Normality, in matters of air and maritime passenger services.

Air Transport

In relation to aeronautical training, the order clarifies the conditions under which such training activities can be resumed, in accordance with what was already foreseen in Order SND / 414/2020, maximizing hygiene and the maximum possible separation on flights. and taking into account the instructions, recommendations and guide material adopted by the European Union Agency for Aviation Safety (EASA).

Instructional flights must take off and land within the territorial unit in which the school is located, without landings or takeoffs taking place in other territorial units as long as the Ministry of Health does not authorize movement between different territorial units. It is necessary to take into account the particularity of the Balearic Islands, following the request made by the autonomous government, where training flights can only land on the takeoff island.

In addition, the order allows recreational air navigation in groups of up to a maximum of 20 people, including the pilot.

Marine transport

In maritime transport, passenger traffic from the peninsula to the Canary Islands is restored, making transport subject to the assumptions of mobility of persons established during the validity of the state of alarm.

At the request of the Autonomous City, in Melilla the prohibition to disembark passengers from the peninsula in passenger ships that provide regular line service, although the conditions are relaxed by establishing new exceptions.

In addition, tourist passenger transport is restored throughout the national territory where it progresses to phase 2, within the territorial units of reference, with the health protection measures that, where appropriate, are adopted by the health authorities .

Likewise, at the request of the Autonomous Communities of the Balearic Islands and the Canary Islands, a limitation is established in the occupation of the ships or boats destined for tourist transport that are carried out on these islands.

Regarding recreational navigation, certain restrictions are lifted in each of the phases, so that conditions are consolidated in a uniform way for the entire national territory.

Finally, the Order TMA / 273/2020, of March 23, which dictates instructions on the reduction of passenger transport services, is amended to enable the Directorate General of Civil Aviation, the Directorate General of Merchant Marine and to the General Directorate of Land Transport to adapt the offer of air, sea and land transport services to the evolution of demand and the health situation.
