The Popular Parliamentary Group has proposed to the Government, with a Proposal not of Law in the Congress, the elaboration of a sanitary Protocol accompanied by a program of aid to the Universities to maintain the face-to-face classes in the planning of the next academic year 2020-2021.

With this Proposal, signed by Cayetana Álvarez de Toledo, the deputy spokesperson for the Popular Group Sandra Moneo, the spokesperson for the Universities of the GPP, María Jesús Moro, and the deputy Elena Castillo, the Popular Group proposes the following to the Executive:

1. A sanitary protocol that establishes the bases for the adoption of measures in the field of sanitary security and risks in the Universities for the academic year 2020-21 accompanied by a program of aid to the Universities for the collection of necessary materials, the realization of comfortable facilities to health prevention measures to carry out university activities (management, training, research, cultural, social and volunteer activities) to reinforce the instruments that allow them to maintain their face-to-face character.

2. A transitory program to face the needs of the Universities, in a scenario of pandemic prevention and post pandemic recovery, of hiring professors and extension of their contracts whose extinction should take place at that stage, to guarantee face-to-face activities which will require conditions that force the reduction of students by groups and the expansion of the number in the educational planning of the groups.

3. An extraordinary call for aid to reinforce the technological tools that allow Universities to improve their response in virtual training, both in continuous teacher training, and for ordinary teaching as complementary tools for face-to-face teaching or, where appropriate, for its transformation into priority virtual teaching if the sanitary conditions required it.

4. A line of aid for students with difficulties in acquiring optimal hardware for monitoring virtual teaching or to sustain the expenses derived from the connections with the operators, helping to eliminate part of the digital divide that is damaging to the current circumstances. more vulnerable.

5. Immediate actions that speed up the overcoming of the digital divide linked to the territory, allowing to improve the connectivity conditions of those areas with difficulties at present to have fast internet connections.
