• To more effectively combat the pandemic and boost the economy
The Popular Parliamentary Group in Congress has demanded that the Government accelerate the implementation of Plan 300×100 of the New Generation Broadband Extension Program for the period 2019-2021 and that it guarantees digital connectivity in rural Spain during this same year, which would help to boost the economy and also to combat the Coronavirus pandemic more effectively.
With a Non-Law Proposal signed by the spokesperson for the Popular Group, Cayetana Álvarez de Toledo, by the GPP secretary general, Guillermo Mariscal, and by the
Deputies Carmen Navarro Lacoba and Tomás Cabezón, the Popular Group proposes, among other things, “the immediate publication within a maximum period of 15 days, by the Secretary for Digital Advancement of the Ministry of Economic Affairs and Digital Transformation, of the call for aid planned for the year 2020 ”.
Likewise, it urges the Government to negotiate with the EU authorities "on the advancement of the allocations foreseen from FEDER funds for the 2021 exercise for the Plan 300×100 of the PEBA-NGA Program, so that they may be available for a second call that would take place in the second half of 2020 ”.
It also calls on the Executive “the promotion of the projects awarded in November 2019 in execution of the call for said Program corresponding to the 2019 financial year, -as well as, where appropriate, those that have not yet been completed corresponding to the award of the call for 2018-, returning to the original focus of the Plan 300×100 of March 2018, by prioritizing the executing companies in the allocation of lines of guarantee for financing enabled by the ICO to provide liquidity to companies in the crisis generated by the Covid-19 ”.
Finally, it proposes "to declare as an essential activity any that are necessary for the execution and start-up of the projects awarded in 2018, 2019 and those awarded in 2020".
In the explanatory memorandum of this initiative, the GPP stresses that "access to the internet service is essential for the proper development of any ordinary activity in the current circumstances." "A fast Internet connection is today an essential service, being able to greatly improve the life and economy of any population", he adds, while pointing out that "living in the same conditions of development, regardless of where you live It is a right that no one can deny ”. For this reason, stresses the GPP, "bringing broadband to all private homes, companies and administrations must be a common goal."
"Now that we are faced with the trauma of having to change our habitual way of life, without knowing how long it will be necessary to do so, it is an opportunity to extract from that change also something positive in our lives for the present and for the future," he says. the Popular Group, which also emphasizes that "digital technologies, products and services can not only be a key tool to boost our productive activity at this exceptional time, but they can also contribute very effectively to fighting the pandemic from different perspectives".
