The Ministry of the Interior establishes the criteria for action by the Security Forces and Bodies within the framework of the Royal Decree on the state of alarm


The resolution will remain effective for the entire duration of the Royal Decree and is addressed to the State Security Forces and Bodies; the police forces of the autonomous communities and local corporations and the staff of private security companies.

The objective of this order is "to adapt to the sphere of competence of the Ministry of the Interior" the measures contained in the Royal Decree "in relation to the operational action that the State Security Forces and Bodies must assume for its execution."

It provides "common criteria for action" for all the Security Forces and Corps, which must act in a coordinated manner under the command of the Interior Minister, with the aim of enforcing measures such as movement control, support for health work, guarantee food supplies and basic goods or ensure the operation of critical infrastructures.

To execute these measures, the resolution states that "citizens have a civic duty to collaborate and not hinder the work of the agents of authority in the exercise of their functions," adding that "failure or resistance to orders from the competent authority will be sanctioned in accordance with the provisions of the laws. "

All these measures will be applied "in accordance with the principles of proportionality and necessity, aimed at protecting the health and safety of citizens and containing the progression of the disease."

Coordination between bodies

The Royal Decree issued by the Government establishes that all the State Security Forces, including the autonomous and local ones, are under the direct orders of the Interior Minister for "the protection of people, property and places".

Precisely one of the objectives of the order issued by Grande-Marlaska is "to guarantee concerted action by the State Security Forces and Bodies, the autonomous police forces, local police and private security personnel and companies, for the implementation and compliance, throughout the national territory, with the measures provided for in the Royal Decree ".

He points out in this regard that "collaboration and coordination between the police forces with jurisdiction in each territorial area will be promoted in all security devices." It also establishes "the collaboration of private security personnel who provide services in the affected facilities or services."

To this end, the Ministry of the Interior will establish an Operational Coordination Center "that ensures a permanent and continuous transmission of information with the Security Forces and Bodies, be they state, autonomous or local, both for the dissemination of orders and guidelines for action as for the reception and follow-up of the news that may occur ".

Support to health authorities

The order places at the disposal of the authorities and health professionals "those capacities of the police forces that serve to assist institutions and health professionals in situations where such assistance is necessary so that urgent health care can be provided to people they need it. "

In this sense, it is indicated that "the police security measures aimed at guaranteeing the normal operation of health centers will be reinforced". This reinforcement will also be applied "in establishments for the elaboration, storage and distribution of pharmaceutical or health products".

"When necessary in light of the circumstances, displacement of the health or emergency services will be supported," the resolution also states.

Freedom of movement

The Royal Decree issued by the Government introduces a series of limitations for the freedom of movement of citizens. The resolution issued by Grande-Marlaska indicates in this area that the Security Forces and Bodies "will establish fixed and mobile security devices, both on public roads and spaces and on the transport network, and particularly in those places or strips hours that can be specifically affected by the restrictions that are agreed, to ensure the observance of the restrictive measures of ambulatory freedom. "

Other measures

The order also addresses other areas of action of the Security Forces and Bodies in application of the provisions of the Royal Decree issued by the Government. Agents, for example, should lend their support "to measures to guarantee food supplies, and other goods and services."

It also points out, among other elements, that "security police measures to guarantee the normal operation of critical infrastructures will be reinforced."

Tasks will also be carried out to "support restrictive measures in relation to commercial activity, opening of establishments and acts of worship."

The order also dedicates a section to the protection of the health of the agents of the Security Forces and Corps. "The police officers included in the scope of application of this order, regardless of their body of belonging, have the right to effective protection in terms of safety and health at work.
