The Official State Gazette publishes the new structure of the Government Presidency


The Royal Decree 136/2020, of January 27, by which the Presidency of the Government is restructured, establishes six senior and executive bodies: the Cabinet of the President of the Government, the General Secretariat of the Presidency, the Secretariat of State for Communication, the Deputy Directorate of the Cabinet of the President, the High Commissioner for the fight against child poverty and the High Commissioner for Spain Entrepreneurial Nation.

At the head of the Presidency Cabinet there will be a director, with the rank of Secretary of State, who will be directly dependent on the General Secretariat of the Presidency, the Deputy Office of the Presidency Cabinet, four departments – National Security, Economic Affairs and G20 , Foreign Affairs and European Union- and the new National Office of Long-Term Country Prospect and Strategy. The Office's task is to analyze the multisectoral challenges, opportunities and trends of the country and to develop anticipatory and forecast national strategies.

The director of the Cabinet will attend the General Commission of Secretaries of State and Undersecretaries and will act as secretary of the National Security Council. He will also head the Steering Committee of the Presidency, in charge of coordinating advice and support for the president's activity.

Planning and monitoring of Executive activity

The General Secretariat of the Presidency is structured in the current departments – Deputy Secretary General, Protocol and Security – and a new one of Planning and Monitoring of Government Activity, which will analyze and control the programming and implementation of the Government's program, in coordination with the set of ministries.

For its part, the Deputy Secretary General adds to its functions the carrying out of studies and proposals for administrative modernization and the promotion of efficiency and sustainability in the Presidency, as well as the development of quality programs based on the promotion of the innovation.

Communication and entrepreneurship

The decree states that the Ministry of Communication will carry out its functions under the organic dependence of the president, integrated into the Steering Committee of the Presidency of the Government and under the functional dependence of the minister assuming the functions of the Government Spokesman.

Five departments will directly depend on this body: National Information, International Information, Autonomous Information, Economic Information and Digital Department, as well as the General Subdirectorate of Analysis and Documentation, the communication offices of the diplomatic missions of Spain and the various units responsible for the management of technical and audiovisual media, institutional advertising and support in the design of the Government's communication policy.

Together with the existing High Commissioner for the fight against child poverty, the Presidency will have a High Commissioner for Spain as an Entrepreneur Nation to coordinate all the actions carried out in this area. Among its functions will be the attraction of talent to Spanish technological enterprises, the digital training of society, the improvement of the international positioning of Spain as a market for technological innovation and strategies to promote the talent of women in the digital environment.
