He National Institute of Public Administration (INAP) continues working on the development of the selective processes, with the aim that, once the health crisis has been overcome and normality has recovered, they can be resumed with the least harm to the applicants.

Selective processes are postponed

The Resolution of the Secretary of State for Territorial Policy and Public Function of March 10, on measures to be adopted in the General State Administration (AGE) on the occasion of COVID-19, established in its fifth point that "the units responsible for the organization of courses and training activities in person will postpone them, valuing the use of means telematics as an alternative. "

The same resolution, in its sixth point, states that the "convening body of each ongoing selection process must postpone, for the essential time, the celebration of selective tests, especially those of massive concurrence, guaranteeing in any case the continuity of the processes "

Also, the Royal Decree 463/2020, of March 14, declaring a state of alarm, agrees to suspend the terms and interrupt the deadlines for processing the procedures of public sector entities, establishing that the computation of deadlines will resume at the time it loses validity thereof or its extensions.

The selection processes underway, in accordance with these provisions, have been postponed and will resume as soon as the health situation allows.

Situation of the different selective processes

  • Superior Body of Civil Administrators of the State: the term for the presentation of applications, opened by the Resolution of February 28, 2020, of the Secretary of State for Public Function (BOE February 29), is suspended. When Royal Decree 463/2020, which declares the state of alarm, is no longer in force, the calculation of the term will resume, enabling the remaining 10 business days to submit applications.
  • Selective processes in the competition phase (Technical Scale for the Management of Autonomous Organizations; General Administrative Body of the State Administration, internal promotion; and Auxiliary General Body of the State Administration, internal promotion): the deadlines are suspended.
  • The exercises and readings pending celebration (Body of Management of the Civil Administration of the State, free admission and internal promotion; and Body of Management of Systems and Informatics of the State Administration, free admission): are conditioned on the completion of the state of alarm and to the recommendations of the sanitary authorities.
  • Selective processes of free access to the Scale of Local Administration Officials with national authorization, corresponding to the 2018 Public Employment Offer.

The appeals to carry out the second exercise, corresponding to Tribunal 3, dated March 16 and which could not be held due to the declaration of the state of alarm, will be resumed when the current situation ends, in accordance with the recommendations of the authorities. sanitary.

The date of completion of the third exercise and of the complementary language test is also conditioned on the end of the state of alarm, in accordance with the recommendations of the health authorities. In any case, once the date has been set, it will be published in the electronic headquarters of INAP as well as in the recommendations as in the spaces collected in the call.

The date of completion of the third exercise and the complementary language test is conditioned on the end of the state of alarm, in accordance with the recommendations of the health authorities. When the date is set, it will be published in the INAP electronic headquarters and in the spaces included in the call.

  • The selective courses, in which the opponents who have passed the tests take part, were in person and adaptations had to be made to be able to carry them out completely telematically, which affects the initially planned schedule:
    • The activities of the LIII selective course of the Superior Body of Civil Administrators of the State, suspended preventively on March 10, will resume on April 13 in a non-face-to-face mode. Thanks to the alliance between INAP and UIMP, this course allows for the obtaining of a university master's degree in Civil Administration of the State.
    • On March 23, the XXVI selective course of the Higher Body of Systems and Technologies of the State Administration was inaugurated in virtual mode, which allows obtaining the university master's degree in Information Systems and Technologies for the State Administration issued by the UIMP .
