Specifically, the regulations enabled the Ministry of Finance to pay the update of the installments on account in a scenario in which the preliminary draft of the General State Budgets for the current year has not yet been approved. This is an unprecedented event that will allow liquidity to advance to the autonomous communities and cities 2,867.08 million.

The Executive promised to pay this amount in the next two months. The first payment, which amounts to 1,434 million, will be paid starting next Monday. And the second, which is an equivalent figure, will be paid around April 17.

In addition, the Minister of Finance, María Jesús Montero, communicated in the coordination meeting with the economy and finance councilors, which was held yesterday by videoconference, that the Treasury will study the feasibility of advancing for the communities that request it part of the payment of the 2018 settlement forecast that, under normal conditions, is released mid-year. The 2018 settlement amounts to 10,955 million.

The communities already know how much the set of resources derived from the regional financing system will amount to this year. In total, on account of installments on account, which have been calculated with a growth forecast of 1.6%, the autonomous governments will have 105,802.54 million euros, 2.9% more than the previous year. They represent an additional 3,069 million.

Including all the concepts of the financing system, the communities will have 115,887.2 million compared to 107,980.4 million in 2019. It is the highest figure ever recorded and represents 7.3% more than the previous year.

Measures in favor of communities and municipalities

In addition to the advance payments on account, the Government has adopted other measures for the benefit of territorial entities. For example, him Royal Decree-Law 8/2020 on extraordinary urgent measures to face the economic and social impact of COVID-19 approved yesterday included a credit supplement for an amount of 300 million euros for it in the Ministry of Social Rights and Agenda 2030.

These resources will be used to create an Extraordinary Social Fund that will be transferred to the autonomous communities to reinforce their policies to help families.

In the same sense, the Government will allow municipalities to use 300 million of the 2019 surplus for social policies that mitigate the negative effects of COVID-19.

The Government's commitment is to maintain a fluid dialogue with the territorial entities to coordinate the set of measures that the Government has adopted to respond to the health emergency and which involve mobilizing more than 230,000 million euros.
