The World Bank Group will analyze the business climate in 19 Spanish cities (the most populous in each autonomous community plus Ceuta and Melilla) and collect it in the study Doing Business in Spain. This is reflected in the agreement reached between the World Bank Group and the Ministry of Economy and Competitiveness, through ICEX, presented today at the meeting of the Committee for the Improvement of Regulation, which brings together representatives of the ministry, of the communities autonomous and municipalities.

This exercise responds to the mandate of the Entrepreneurs Act, which states that the Ministry of Economy and Competitiveness will promote the development and publicity of business climate indicators. It is also included in the Strategic Plan for the Internationalization of the Spanish Economy 2014-2015. In addition, it responds to the recommendations of the International Monetary Fund and the European Commission to improve the business climate and facilitate the activity of companies in Spain.

The project – funded by the European Regional Development Fund (ERDF) by 72% – will measure state, regional and local procedures in the life stages of a company in the most populous cities of each autonomous community plus Ceuta and Melilla. The procedures for exporting and importing goods through the five main ports of Spain will also be measured.

Specifically, five indicators of the standard methodology will be calculated Doing Business: opening a company, obtaining electricity, obtaining building permits, property registration and cross-border trade.

In addition, the study will be completed with an annex that will analyze the market unit and will measure the ease of opening a company in the industrial sector. These areas of study will facilitate the follow-up of the reforms carried out in these areas and will allow a deeper study of the processing of licenses such as environmental ones.

The objectives pursued with the report are mainly:

  • Identify best regulatory practices and promote their exchange
  • Promote structural reforms.

The World Bank Group publishes the study annually Doing Business comparing the regulation that affects small and medium enterprises in 189 world economies. Subnational studies analyze business regulations and the ease of doing business, identify good practices and recommend reforms.
