Thus, in the financial year 2020, the total amount to be transferred by the Ministry to the Autonomous Communities for the execution of the 2018-2021 State Housing Plan amounts to 346,637,200 euros.
This amount, which has already been transferred in advance, is broken down by Autonomous Community as follows:
In accordance with the provisions of the ninth final provision of the Royal Decree-Law 11/2020, of March 31, in addition to the 346 million euros mentioned above, Mitma has been authorized to dispose of 100 million euros, charged to the Contingency Fund.
The criteria for its distribution has been made with the same percentages that were agreed at the Sectoral Conference on Housing, Urban Planning and Land, according to the following table:
With the advance of these amounts, the Ministry provides the Autonomous Communities with the necessary funds to attend the aid programs of the 2018-2021 State Housing Plan.
The autonomous administrations have flexibility to decide the amount to be allocated in each aid program, such as the direct aid program for victims of gender violence, people evicted, homeless and especially vulnerable, the program to help minimize the economic and social impact of COVID-19 on rentals of habitual residence, among others.
Thus, the Government of Spain, through the Ministry of Transport, Mobility and the Urban Agenda, transfers the funds to help make effective the measures approved by Royal Decree-Law 11/2020 and the Ministerial Orders TMA / 336/2020 and TMA / 378/2020, all of them dictated to offer special protection of the right to housing, in a context of uncertainty.
