The aim is to allow clubs to qualify for next season's European competitions on sporting merit.
In doing so, it continues to recommend completing the main national competitions, as it explains in its statement: “UEFA encourages Federations and National Leagues to explore all possible options to play all major national competitions by giving access to the club competitions of UEFA to its natural conclusion. However, UEFA stresses that the health of players, spectators and everyone involved in football, as well as the general public, must remain the primary concern at this time. "
"The ideal scenario, if the pandemic situation allows, is for the currently suspended competitions to be finalized allowing the clubs to qualify for the UEFA club competitions for sporting merit in their original format. If this option is not possible, particularly due to scheduling problems, it would be preferable that the suspended national competitions be restarted in a different format, in a way that makes it easier for the clubs to qualify for sporting merit. ”
On the other hand, UEFA recognizes that "the National Federations and / or Leagues may have legitimate reasons to prematurely end their national competitions." In that case, he adds that “UEFA shall require the National Federation in question to select the teams for the UEFA 2020/21 club competitions based on sporting merit in the 2019/20 national competitions:
-The team selection procedure must be based on objective, transparent and non-discriminatory principles. The National Federations and Leagues, for the rest, must have the ability to decide the final positions in their domestic competitions, taking into account the specific circumstances of each competition.
-The final determination of the eligible places for the UEFA club competitions should be confirmed by the competent and relevant bodies at the national level ”.
