The Official State Gazette (BOE) publishes the Ministerial Order establishing "the framework and guidelines for action to be developed during the third quarter of the 2019-2020 academic year and the start of the 2020-2021 academic year in the face of the crisis situation caused for the Covid-19 ".
The Order responds to the situation created by the evolution of the pandemic caused by the coronavirus and the consequent declaration of the state of alarm throughout the national territory, which, among other emergency measures, established the suspension of face-to-face educational activity in all centers. and stages.
This unforeseen situation has caused a sudden alteration in the development of the school year that has forced the entire educational community to make a great effort to continue teaching activity through other teaching and learning modalities. To this must be added the specific situation of thousands of students who have not been able to connect with their teachers and therefore have great difficulties in continuing their training.
The direct impact that the health emergency is having on the development of this school year obliges the Ministry of Education and Vocational Training, and the rest of the competent authorities in educational matters, to act in response to the serious reasons of public interest in the field. educational, urgently, with rigor, measure, responsibility and commitment. For this reason, the MEFP has adopted a series of exceptional and temporary measures for the development of the third quarter of this course and the beginning of the next.
The Ministerial Order, which does not modify the current legal system and respects the powers of the Autonomous Communities, includes the agreements adopted within the Sectorial Conference on Education by the majority of the Autonomous Communities in the field of non-university education, although it will link also to the Communities that decide to join later. Likewise, it has taken into account the proposals made by the State School Council, the highest participation body of the educational community.
Main lines of action
The Ministerial Order establishes that the educational activity will be maintained during the third trimester, at a distance, depending on sanitary restrictions, and that the course will not last beyond June.
So that the students do not miss the course and can continue advancing in their training, taking into account in a special way the situation of the most vulnerable, the evaluation will be continuous, the promotion of the course will be the general norm and the degree must be the usual practice for those students who complete 4th of ESO or 2nd of Bachillerato and FP. A decision that, in any case, will always be taken by the set of teachers of each student, who are the ones who know him and will be able to assess globally if he has obtained the essential educational objectives of the stage studied.
The third quarter will be formative and diagnostic, to determine the deficiencies of each student and those aspects in which he needs to reinforce knowledge. The overall evaluation of the course will be based on the first two trimesters in which the educational activity was developed in person and the third trimester in no case may harm the student but will recognize the effort that has been made to obtain better results.
The third quarter will focus on recovery, review and reinforcement with globalizing and interdisciplinary activities and duly tutored. The activity will focus on the essential learning and skills, avoiding overloading the students, although this does not prevent further progress in knowledge if possible.
In the event that distance training is maintained, the necessary resources and support will be mobilized so that teachers carry out their work in the best possible conditions.
In addition, during this period, the administrations and educational centers will make a special effort to identify the students who are not connected and will prepare specific plans for the recovery of the school bond and reinforcement that will help them rejoin the educational activity as soon as possible.
Once the course has finished, during the summer, the administrations will organize or support the carrying out of voluntary reinforcement activities combined with recreational activities, counting on the volunteer competition and in contact with the educational centers and their teachers.
With a view to the next academic year, the educational administrations, the centers and the teaching staff will organize plans for the recovery and adaptation of the curriculum and of the educational activities, which will allow all the students to advance and especially the most lagging behind.
Vocational training and access to the University
The BOE also collected yesterday two ministerial orders related to vocational training and university entrance exams. As previously announced, the university entrance exams (EBAU / EVAU), must be held between June 22 and July 10, in ordinary call, and until September 17 (included), in the extraordinary. The provisional results will be published before July 17 and before September 23, respectively.
Regarding the test model, there will be a single exam proposal per subject with a certain number of questions that will have been set in a way that allows all students to achieve the highest score, regardless of the circumstances in which they have had access to teaching during the suspension of the classroom teaching activity. At least 70% of the qualification of each test will be obtained from the evaluation of essential learning standards.
Among the exceptional measures established for Vocational Training, the duration of training modules in work centers (FCT) has been authorized to the minimum number of hours provided by law (220). In the case of higher level VET, this FCT module can be integrated into the project module. Together, they will last 245 hours.
In the case of basic and intermediate vocational training, a project module – until now it only existed in the higher one – can be created to integrate it with training in work centers. In addition, it will be possible to replace the stay in companies with a proposal of activities associated with the work environment.
The situation in sports and artistic education is similar, with the integration of the practices in the company with the respective project modules. For higher education in Dance, Design, Plastic Arts and Conservation and Restoration of Cultural Assets, external internships may be carried out in an integrated manner with the end-of-course work or with some compulsory subject with a practical profile.
