May 22, 2020Given the economic situation due to the coronavirus crisis, which affects many residents, workers, the self-employed, SMEs and families in the municipality, VOX Los Barrios, concerned about this situation, sees it necessary to contribute to the local business viability, helping so that the productive fabric can face the business reactivation and the liquidity problems derived from the payment of quotas, rents or taxes and secure employment.
To do this, the training led by Celia Fuentes, proposes a wide package of economic, fiscal and social measures that mitigate, as far as possible, the effects of the pandemic in the municipality of Barreño and the Campo de Gibraltar region.
So from VOX requests the City Council to expedite, as far as possible, a Rescue Plan for the Local Self-Employed with an urgent package of social and fiscal measures, which the local entity can undertake, in order to achieve “that no one is left behind to help them at the moment, which are being so difficult for many of them, these economic measures being a priority in SMEs, the self-employed, commerce, hotels, restaurants and services.
In addition, the Local Government has been requested to make use of the measure set out in Royal Decree-Law 8/2020, of April 8, which establishes extraordinary and urgent measures at the local level, with measures of financial support and tributary to the economic sector, streamlining administrative actions and social emergency measures, through which the Local Corporations of the National Territory can benefit from the relaxation of the spending rule, with an item endowed with 300 million euros.
Given the difficult situation facing the business community in Los Barrios, VOX proposes a series of measures for study and approval by the Local Government, which we present below:
FISCAL AND ECONOMIC MEASURES
1. The creation of a Fiscal Contingency Plan, to reduce the fiscal burdens of families in a situation of confinement or isolation and to compensate the losses derived from the increase in unemployment or business activity stoppage, which includes:
– The suspension, return and, where appropriate, elimination of those municipal competition fees and taxes that are linked to the development of the business fabric of the municipality of Barreño.
– Industrial garbage rate. 0 waste = 0 fee payment.
– Refund of the full amount of the fees for occupation of public roads, while the activity can not be carried out for the terraces of bars and restaurants or vendors in municipal, fixed or mobile markets, as a consequence of the closure of the establishments, the cessation of the activity or that they have had a drastic reduction of income after decreeing the state of alarm.
– Refund of the fee for the installation of terraces, nightstands, chairs … paid and not used due to the pandemic and the suspension of this fee until the resumption of activity.
– Suspension of the quotas of the leasing of the Ships, Premises, Kiosks, Municipal Market among others during the six months after the state of alarm, in companies that have been affected.
– Extension to three months of the period of voluntary payment to the citizens of the city (IBI, garbage, vehicles, fords, reservation of spaces, and home help).
– Temporary suspension of the Taxi stop rate, and the defense of the taxi as a public service promoting its activity linked to the support of services.
2. Economic Reactivation Plan to the hospitality and trade sector with a single and initial direct aid prior to opening, necessary to adapt establishments with protective partitions, initial disinfection, masks, gloves, gels and whatever is required for adaptation to the new health situation .
- Authorize a greater occupation of the public road in accordance with the distancing measures for sanitary security, and whenever the regulations allow it, at no cost to the merchant.
- Make public use more flexible for holding private events, upon request to the Security and Mobility area. Extend terrace hours (as an extraordinary measure only in summer) and extend terrace meters so that there is more space between tables, at no additional cost to the employer.
3. A subsidy and incentive program Especially intended for shops, municipal food market, self-employed and associations that promote employment that is complementary to the lines of benefits incorporated by the central or autonomous government, with special attention to sectors such as hospitality, tourism, culture and sport. . Taking into account the resources available in accordance with economic studies and legal limitations.
4. A Local employment promotion plan within the municipal competences where it will be necessary to request resources from other county and provincial administrations and an extraordinary plan of investments in public works that all the municipal areas and companies start up as soon as the sanitary crisis has been overcome. Prioritizing and Retaking those works and public services that more jobs are generated and implemented by employment plans or municipal employment workshops that allow access to citizens registered in the unemployment office.
5. Local trade promotion plan, with communication campaigns for the Promotion of Local Commerce and Hospitality.
6. Specific program plan to boost the cultural sector, sports entities, the tourism sector and other economic activities most affected by this serious situation.
7. Municipal strategy plan where a marketing campaign and a promotion strategy of the Town is incorporated, which includes events such as the Fair when the local corporation determines a date, as well as a cultural programming calendar that serves to reactivate the sector.
The Local Administration shall adapt its structure and regulations to further streamline procedures and promote economic activity and carry out reviews of fiscal ordinances to adapt them to this new situation caused by the consequences of the coronavirus pandemic.

- Suspension of the payment of subsidies to associations or entities whose activity is not commercial in nature and is not directly linked to the guarantee of employment, health, citizen security, food or housing for those most in need.

SOCIAL MEASURES

- Plan in defense of small businesses, social measures for vulnerable self-employed workers (Aid for rentals, mortgages or other expenses associated with their activity)
