VOX Asturias has submitted a Proposition No of Law (PNL) to the General Meeting of the Principality urging the Government of the Principality to proceed with the preparation and proposal to the Chamber of new budgets for the Principality of Asturias for the financial year 2020, given the situation economic and social that Asturias faces because of COVID-19. The proposal transferred by the VOX Parliamentary Group requests that, among other aspects, the new accounts prioritize the promotion of business activity and the containment of the negative impact on employment, as well as lighten the tax burden on citizens, the self-employed and companies. It also includes fiscal measures to alleviate the damages to different sectors due to the limitations imposed as a result of the pandemic.

The spokesman for the parliamentary group, Ignacio Blanco, explained that “the Royal Decree in which the state of alarm was declared throughout Spain, established a series of limitations that require severe restrictions on citizens, including the closure of a large part of the businesses and commercial establishments depending on the activity to be carried out. Likewise, thousands of businesses have been affected by the limitation of movement of people established in article 7 of the aforementioned Royal Decree, with the evident damages that are generated mainly to the self-employed, the primary sector, businesses, independent professionals, entrepreneurs and SMEs, which they affect many citizens who have had to cease their activity and who will not receive any income as long as this situation continues. ”
Given this situation, "the Government of Asturias can and must assume the duty to collaborate so that the economic crisis does not do us more harm than the pandemic" and, for this, from the VOX Parliamentary Group "we consider that a thorough review of the General Budgets of the Principality of Asturias for the year 2020, since tax revenues will be reduced due to the effects of the foreseeable economic crisis, and public spending for the health service will increase ”.

In this sense, and "in view of the urgency of the situation," the spokesperson points out that "the priority of public administrations must be to solve the current health crisis and mitigate the consequences of the economic crisis that households are already experiencing. For this reason, he continues, "it is the duty of the administrations to review their items of public funds and redirect any non-essential expenses to the solution and mitigation of the health and economic crises that Spain will go through in the coming months."

"The priority for VOX Asturias is that not a single euro of public money can be used for anything other than helping Spaniards to get out of the health and economic emergency," explains Ignacio Blanco. And remember that "VOX proposed an amendment to all budgets because we consider that the high tax burden borne by citizens in our region, as well as the very high weight of current spending, with perfectly removable items, did not benefit the future of Asturias, but Currently, with the health and economic crisis we are facing, it is more urgent than ever to lighten the tax burden on citizens, the self-employed and companies, as well as rationalize current spending to allocate it to what really matters, which is health and the subsequent economic recovery ”, stresses the spokesperson.

For this reason, Ignacio Blanco assures us, “although we are already working on a deeper and more complete review of all the budget items, we consider that the Government of the Principality should immediately start working on new budgets, which is why we are forced to present this parliamentary initiative ”.

Measures included in Proposition No of Law (PNL) of VOX Asturias:

1st. To urge the Government of the Principality of Asturias to proceed with the preparation and proposal to the Chamber of new budgets for the Principality of Asturias for the 2020 financial year, prioritizing the following aspects:

a) Contain the negative impact on employment and business activity in the Principality of the measures adopted in the fight against the COVID-19 pandemic.

b) Promote economic activity and consequently job creation.

c) Contain and / or reduce the tax burden on citizens, the self-employed and companies, by means of the temporary and exceptional elimination of autonomous taxes related to business activity.

d) Contingency in non-essential public spending, prioritizing the provision of resources to public services directly linked to the health emergency, so that execution is suspended during the financial year 2020, with the consequent budgetary reallocations, and proceeding to suspend the execution of all non-executed budget items – totally or partially – that refer to non-essential or unnecessary expenses for the fight against the health crisis, including, among others:

i. Suspension of the payment of subsidies to unions, business organizations, political parties, and associations or entities whose activity is not commercial in nature and is not directly linked to the guarantee of employment, health, public safety, food or housing of the most needy.

ii. Suspension of all procedures for direct award or competitive competition to grant subsidies or aid to unions, business organizations, political parties, and associations or entities whose activity is not commercial in nature and is not directly linked to guaranteeing employment, health, citizen security, food or housing for those most in need.

iii. That all those promotional and institutional publicity items of the Regional Administration and its associated organizations, except for the sanitary ones, also be transferred to the mitigation of the effects of the COVID-19 pandemic.

2nd. Proceed immediately to the suspension in the accrual of the canon or the rent of concessions, or property rentals in the Principality of Asturias to those merchants or entrepreneurs who are affected by activity restrictions and until 30 days after the end it is an alarm or emergency situation to replace it.

3rd. The enforcement procedures urged by the Principality of Asturias are immediately suspended until 30 days after the end of the state of alarm or emergency situation that replaces it.
