In the last 24 hours, the State Security Forces and Corps have detained a hundred people and raised 10,338 sanction proposals for infractions of the confinement rules adopted to stop the COVID-19 pandemic.
At the beginning of the fourth week of the confinement provided for in the royal decree-laws that regulate the establishment of the state of alarm, the State Security Forces and Corps ask the citizens not to let their guard down in the fight against the coronavirus and to denounce those uncivic behaviors and unsupportive of those who have knowledge.
The following is a transcript of the intervention of the police spokesmen at the press conference after the meeting of the Scientific-Technical Committee COVID-19A on Monday.
Deputy Director General for Logistics and Innovation of the National Police, Chief Commissioner José García Molina:
"Today I am going to start by thanking all the citizens. They continue to give a master lesson every day, remaining in their confined homes and demonstrating that we stop this virus together. And also thanking them for the citizen collaboration. Their calls, warning of conduct irresponsible, allow us to identify those unsupportive people who do not comply with the State of Alarm.
To give you some examples, several calls to 091 allowed us to stop a motorcyclist in Molina de Segura (Murcia) who, daily, went out to do motocross through a nearby area of the town. It took an hour of chase to catch up.
And this Sunday, in Murcia capital, a premises was vacated where it was being celebrated on Palm Sunday without keeping the measures imposed by the State of Alarm. 23 people were sanctioned.
Again we have to talk about people who run away from hospitals being COVID-19 positive. In this case, at the 12 de Octubre University Hospital in Madrid, where a woman who was in isolation decided to go home. After more than ten hours of intense searching, the National Police located the patient at her home with her partner, both being transferred and admitted to the hospital.
They are totally irresponsible and inexplicable behaviors, which force us to work against the clock to minimize the displacement of the sick and, therefore, the risks of contagion. Have no doubt that the National Police maintains all its control devices to comply with the regulations established in this period.
Detainees and acts
In the last 24 hours, the number of people detained has been 81, for a total of 1,368. detained since the Royal Decree came into force, which represents an increase of 6.4 percent, compared to the previous day
Regarding sanctions, in the last 24 hours 4,803 minutes have been processed, representing a total of 99,690 since the beginning of the State of Alarm, an increase of 5 percent, compared to the previous day
Borders
Likewise, regarding the closure of internal borders with France and Portugal, in the last 24 hours there have been 137 refusals to enter, 1,812 vehicles have been controlled and no arrests have been made.
Pharmacy
The National Police has reinforced its preventive work around those premises that are still open to the public, increasing the presence of Citizen Security units to prevent theft.
And as a result of that device, a brilliant operation has allowed two young men to be arrested red-handed when they robbed a pharmacy in the Madrid neighborhood of Carabanchel. The excellent intervention of a plainclothes policeman, who chased criminals on the run and who was even threatened with a knife, allowed the arrest of both and abort the robbery. Subsequent efforts have shown that those arrested are the alleged perpetrators of eight other similar robberies, all committed in pharmacy establishments in the capital.
I want to convey my congratulations to the police officers acting for this meritorious intervention and, in addition, send a message of calm to all the merchants who continue to work in essential services such as pharmacies and supermarkets, so that citizens can be supplied with their products.
Telecommuting security measures
Due to the current pandemic, many entities and organizations have launched the telework method in order to avoid contagion among their employees. For this reason, computer security measures have had to be implemented in very short times, and even those measures that are commonly used in the workplace have been neglected.
Cyber criminals are aware of this situation and take advantage of these vulnerabilities in computers and servers in order to gain access to our information, in addition to increasing phishing campaigns and the distribution of malicious software.
Therefore, the National Police Cybercrime unit recommends a series of basic rules for people who carry out telework to avoid being the victim of a cyber attack:
- Pay special attention to all emails and information received with the COVID-19 theme, and avoid opening the attachments they contain, paying attention only to the information that comes from your company and the official media and sources.
- Keep in mind that the health authorities do not use email as a means of disseminating information, therefore, exercise extreme caution with messages that purport to come from a health service.
- Keep your antivirus and systems up-to-date and with all the appropriate security patches, and install anti-malware applications and activate antispam filters.
- And finally, periodically back up to separate storage devices.
Every day, 20,000 men and women of the National Police fight against the coronavirus from the different police units and specialties. Police officers who demonstrate their dedication and professionalism, ensuring citizen safety and pursuing crimes wherever they occur.
Policemen who go quickly to the place where it is necessary to carry out humanitarian aid, or to transport and protect the shipment of medical equipment.
Police officers who are giving a master class in collaboration and coordination with the rest of the organizations that work in the front row. And also policemen who every day pay tribute to the true protagonists of this fight, the health workers, with applause that must not stop.
It is our work, and we will always do it under the four principles that are our DNA, our essence: service, dignity, dedication and loyalty ".

"We are in the fourth week of alarm and open struggle against COVID-19. These three weeks of effort and collective sacrifice are paying off. All together we must continue working with the same effort. This is not the time to go down. the guard.
During these 22 days, the more than 76,000 men and women who make up the Civil Guard, and who serve in its various specialties, have been firmly doing what they know how to do, to ensure the safety of all.
For this, during all this time it has carried out the identification of 1,393,573 people and the interception of more than 41,462 vehicles. As a result of all these actions, 99,981 complaints have been processed and 407 people have been arrested for crimes of resistance and disobedience.
Following the same dynamic, because as I have already said, it is not the time to let our guard down, this Sunday 22,036 civil guards have returned to serve the length and breadth of our country. Of these, almost 15,000 (7,431 patrols) did so by patrolling cities, towns, and highways in Spain.
Although the day passed without serious incidents, as has been customary thanks to the exemplary behavior of the vast majority of citizens, there are still attitudes that can only be described as unsupportive and irresponsible and that have motivated the processing of a total of 5,635 complaints and the arrest 19 people for crimes of resistance and disobedience.
In addition, regarding specifically the control of the restrictive measures of road mobility, among all the units of the body (territorial and the Traffic Association) throughout the weekend (Friday, Saturday, Sunday) They have carried out 18,444 controls that have resulted in the formulation of 3,157 complaints, such as the one that was placed on a person who was driving on a highway in Seville at 12 midnight, stating that he had come to buy a butane cylinder, although he ended up acknowledging He was going to have a few drinks with some friends and the bottle was to skip confinement, and he also tested positive for blood alcohol control.
But, beyond these figures, I would like to continue influencing the constant attention and concern for the groups that are most vulnerable at the moment.
In this way, today I would like to make special reference to our young people, a group that may be especially affected by this situation, because staying so many days at home, without going to their schools or interacting with people of their age, can be really difficult.
For this reason, and given the exceptional nature of the moment, many children and adolescents make daily use of new technologies, not only to attend to their academic obligations, but also as a way of relating or entertaining themselves in their leisure time.
In this situation, we must be aware that the Internet and social networks can carry dangers for them if there is no adequate parental control or supervision. I would like to remind you that the Civil Guard has official accounts on the Internet and on social networks through which our specialists give advice to prevent criminal conduct through the network and promote the adequate and safe use of new technologies.
Specifically, on the Civil Guard website and in the email protection- minor@guardiacivil.org a channel for reporting and assisting with possible crimes and assisting those who may have been victims of them is made available to minors and their family environment.
