The Council of Ministers approved today the Spanish Strategy for Science and Technology and Innovation and the State Plan for Scientific and Technical Research and Innovation. Both documents are the pillars on which the design of the government policy in R & D & I for the next years is based. They aim at the recognition and promotion of talent and its employability, the promotion of business leadership in R & D & I, the promotion of scientific and technical research of excellence, and the development of activities aimed at solving the global challenges of society .
These instruments are a key part of the National Government Reform Plan, which seeks to boost competitiveness, stimulate growth and create jobs. With these documents, the Spanish R & D & I System will gain in efficiency and should favor social and economic improvement. That is why R & D & I activities will be promoted throughout its journey, from the generation of the idea to its commercialization in the market.
Both the Strategy and the Plan were positively informed on January 24 in the Delegate Committee for Scientific, Technological and Innovation Policy and represent an advance in the development of the Science Law, unanimously approved in 2011 at the Congress of Deputies .
While the Strategy (2013-2020) contains the objectives, reforms and measures that must be addressed throughout the field of R & D & I to enhance its growth and impact, the Plan (2013-2016) specifically specifies the actions of the Administration General of the State, establishing scientific-technical and social priorities and the distribution of resources.
The Ministry of Economy and Competitiveness, through the Secretary of State for Research, Development and Innovation, has promoted this Strategy as a result of collaboration and consensus between the different ministries, the autonomous communities, the scientific and research community, universities and Business and social agents. In addition, both documents have had wide public participation.
Likewise, the Strategy and the Plan are aligned with the European objectives that are being defined by the next European program, 'Horizon 2020', so that the agents of the Spanish R & D & I System will have the ideal framework to promote collaboration with The rest of Europe.
The State Plan for Scientific and Technical Research and Innovation on the other hand is the instrument through which the General State Administration develops the objectives of the Strategy and whose actions within the framework of the Secretariat of State of R & D & I will be executed by the funding agencies included in the Law of Science, Technology and Innovation, particularly by the Center for Industrial Technological Development (CDTI) and by the future State Agency for Research.
