The Popular Group has presented a Proposal not of Law in Congress in which it urges the Government to establish a decalogue of measures to support the livestock sector of fighting, to mitigate the economic and social impact caused by the health crisis of COVID-19.
The initiative highlights that fighting cattle constitute an autochthonous breed whose production has great economic and social significance in our country, as it is an inherent part of bullfighting, in addition to being a first-class agri-food and environmental element, which is why it proposes the following
Decalogue:
1.Lines of direct aid to the production of extensive grazing cattle for food purposes, to mitigate the losses of agricultural companies, as is being done in other affected livestock sectors linked to the HORECA channel.
2. Specific lines of support and coordinate inter-ministerial actions for the conservation of the genetic and patrimonial value of the bull, in line with the provisions of Law 18/2013, of November 12, for the regulation of Bullfighting as cultural heritage, maintenance of the rural fabric and employment, or the environmental preservation of spaces classified by the EU as High Natural Value.
3.Include bravo livestock companies within the aid package included in Royal Decree-Law 8/2020 of March 17, which are intended to facilitate liquidity, provide flexibility, promote job maintenance for all companies without distinction of the activity sector, especially the lines to facilitate credit, flexibility in the payment of tax debts, temporary employment adjustment mechanisms, etc.
4.Incorporate fighting livestock to one of the sectors in which its activity, livestock or cultural, is framed, in order to implement the corresponding VAT rate as an agricultural product, due to its consideration as an essential element for a cultural activity.
5. Harmonize animal health policy in the application of European regulations to help and protect livestock farmers, so that sanitary impositions do not make their unsustainable situation even more difficult if possible.
6.Search for alternative marketing channels and promote beef veins in them.
7.Include the meat from the grazing livestock among the food products promoted by institutional campaigns and disclose the value of these farms in the natural and social environment of the rural environment.
8.Support the recognition of fighting livestock, destined for the consumption chain, as a recipient of CAP aid, influencing its role in the maintenance and conservation of the pasture and its economic and environmental value in future negotiations. of the Common Agrarian Policy.
9.Reduce the objective estimation index in the personal income tax to calculate the net returns from the sale of wild cattle in the annual call for modules, taking into account the situation derived from COVID-19.
10.Include fighting livestock farms and associations related to the sector in the improvements planned for other sectors regarding benefits in terms of Social Security quotas.
