Field has indicated that it is time to realize the aspirations of the Charter of the Rights of Citizens before Justice from a more dynamic and modern institutional architecture and has explained the restructuring of its department.
1. State Secretariat of Justice: the General Directorate for International Legal Cooperation and Human Rights and the General Secretariat for Innovation and the Public Service of Justice depend on this body.
1.1. The General Secretariat for Innovation and the Public Justice Service:
Without innovation and quality "there is no service to citizens," said the minister, who explained that the task of this department, which replaces the General Secretariat of the Administration of Justice, is to increase the quality of services, implement good practices and place the citizen at the center of their policies. The secretariat is structured in three general directions:
- General Directorate for the Public Justice Service: will lead the strategies to overcome organizational inefficiencies and establish a quality system aimed at satisfying citizen demands.
- General Directorate of Digital Transformation of the Administration of Justice: a key piece in the new architecture, it will have transversal competences in all public policies of the Ministry with the objective of placing the Spanish judicial system at a level of technological development comparable to that of other advanced public services , such as Social Security or the Tax Agency.
It will be responsible for improving the efficiency of public resources in the development and maintenance of digital applications, strengthening regional cooperation and coordination in this area and ensuring the interconnection of judicial units throughout the State. It will ensure that justice professionals can operate digitally for the efficiency of their work and the improvement of processing times.
It will also work to provide citizens with electronic access mechanisms to Justice services from anywhere and at any time.
- General Directorate of Legal Security and Public Faith: in a clear orientation to the citizen, this department changes its name and expands its functions. On the one hand, regarding preventive legal security, essential for social sustainability, economic growth and investment promotion, and on the other, regarding public faith, which gives the citizen confidence in certain legal facts.
From this direction the activity of the ORGA, the Office of Recovery and Management of Assets from the crime, and the obtaining of new economic resources to finance public policies to help victims will be promoted.
2. Under Secretary of Justice: it has the traditional functions of ordinary representation of the Ministry and the direction of its common services. The General Technical Secretariat depends on this body.
3. General State Advocacy – Directorate of the State Legal Service.
