The General Director of the Civil Guard, María Gámez, has presented two new books called 'Practical Manual of the Civil Guard disciplinary regime' and 'Frontiers'. Both books have been edited by the State Agency Official State Gazette. The Undersecretary of the Ministry of the Presidency, Relations with the Courts and Democratic Memory, Alberto Herrera, also participated in the act.
The first book, 'Practical Manual of the Civil Guard Disciplinary Regime', has been coordinated by Auditor Colonel López de Celis, who is also a co-author, together with 10 other officers of the Military Legal Corps, of the legal advice of the General Directorate and of the Zones of Galicia, Andalusia, Valencia and Castilla y León, in addition to the Traffic Headquarters.
María Gámez has highlighted that the spirit of this book is to “guide the authorities that operate in the disciplinary world, but that are not legal”.
This book moves away from other more doctrinal proposals, and for the first time, practical cases and the most common questions they may face are presented for legal operators, in addition to offering answers.
The general director has pointed out that it is not a repressive instrument that seeks to harm, since "what lies behind the disciplinary regime are moral principles, rules and standards of conduct." María Gámez added that the Civil Guard's raison d'être is public service, and for a good public servant, the rules that guide encouragement and merit are just as necessary as those that fulfill a preventive and corrective role.
The second book, 'Borders', is a compilation of national regulations and European legislation on this matter, from the point of view of the Schengen Borders Code and the Regulation on the European Border and Coast Guard.
The selection and organization of the content corresponds to the Lieutenant General of the Border and Maritime Police Command of the Civil Guard, Juan Luis Pérez Martín, and the Professor of Administrative Law at the Public University of Navarra and lawyer of the Constitutional Court, Ignacio Borrajo Iniesta.
María Gámez explained that "it is one of the 'electronic codes' of the BOE, compilations of the main current regulations of the legal system, permanently updated and presented by branches of Law, and its great advantage is that it can be updated immediately when a problem occurs. normative change”.
