Social, strategic rights
The Spanish proposal places social rights as a strategic element of the Reconstruction Plan so that the economic recovery does not leave anyone behind.
Reducing inequalities and minimizing the social impact of the crisis caused by COVID-19 would also allow strengthening the demand of the internal market and promoting recovery.
European action plan
Spain is ready to work decisively in preparing an Action Plan for the European Pillar of Social Rights. The heads of Social and Labor Rights have conveyed strong support for the initiatives in the social field that have been raised by the European Commission and have advocated reinforcing its objectives: "We believe that a common European minimum income framework is necessary. The fight against the risk of poverty and social exclusion must be at the center of the action of the EU and its member states in the coming years ", they assured.
The common European framework must guarantee a decent life adapted to the standard of living of each country and that complements the current minimum income systems to comply with the provisions of principle number 14 of the European Pillar of Social Rights.
Along these lines, the investments of the European Social Fund and the new Recovery and Resilience Fund should pay special attention to the social and employment spheres, as the Spanish delegation has advocated before its EPSCO colleagues.

Remote work has received a great boost in Spain during the pandemic. The Ministry of Labor and Social Economy is analyzing its use and initiating the procedure for the approval of legislation that regulates off-site work.
The use of new technologies during the health crisis has also demonstrated the importance of working on platforms. Its foreseeable consolidation must be done with labor guarantees and, in this direction, the Spanish participants in EPSCO have asked the European Union to propose an initiative that goes in that direction.
Equality
Equality is a priority for the Government of Spain, which it shares with the European Commission and the Equality Strategy approved in March this year.
This commitment has been reinforced by guaranteeing access to a minimum income for women victims of gender violence and victims of trafficking and sexual exploitation. A recognition that occurs for the first time in history and that can open the door of exit from the scenes of violence in which they live.
