The Council of Ministers has begun the process of renewing the president, vice president and three advisers of the National Commission of Markets and Competition (CNMC), whose mandate has expired. At the proposal of the third vice president and minister of Economic Affairs and Digital Transformation, Nadia Calviño, the Government will present the proposal of Cani Fernández to the Congress of Deputies, as CNMC president, Ángel Torres, as vice president, and Pilar Sánchez, Carlos Aguilar and Josep Maria Salas as directors.

"These are people with extensive professional careers related to competition, regulatory or sectoral issues, and recognized experts in the areas on which the CNMC must act," says the third vice president of the Government, Nadia Calviño.

Candidates must appear before the Economic Affairs Commission of the Congress of Deputies and, once this procedure has been completed, the appointments will be approved by Royal Decree.

The proposed persons, as the case may be, would replace the CNMC directors whose mandate has expired. In the case of José María Marín Quemada, María Fernández Pérez, Benigno Valdés Díaz and Clotilde de la Higuera, since September 2019, and in the case of Josep Maria Guinart, since September 2017.

The term is for a period of six years with no possibility of reelection. The CNMC has a president, a vice-president and eight councilors, of whom four belong to the Competition Chamber, which is chaired by the president of the CNMC, and another four from the Regulation Room, chaired by the vice president.

The person proposed to preside over the CNMC, Cani Fernández, is a professional with a long history in the field of competition and recognized prestige both nationally and internationally. She has a Law Degree from the University of Zaragoza and a specialist in Community Law from the Free University of Brussels. She has spent most of her professional career in the private sphere, where she has been a senior member of the European Union and Competition Law Group of the Cuatrecasas law firm.

He has done extensive teaching at the Carlos III University, at the Judicial School of the Council of the Judiciary, at the École Nationale de la Magistrature and at the MCGeorge School of Law, University of the Pacific and has also been a regular speaker on the subject. of EU Law and competition at conferences organized by the American Bar Association, the International Bar Association, ICN conferences, workshops and seminars, conferences of the EU Academy of Legal Practice, Menéndez Pelayo International University, the Royal College of Spain in Bologna, IBC, among others.

He has also received several international awards such as the NATO Fellowship Award, the Outstanding Contribution to the Legal Profession and the Star Individual EU Law & Competition, Chambers Europe. Since March 2, 2020, she has been an advisor in the Cabinet of the Government Presidency.

The vice president candidate, Angel Torres, He has a degree in Economic Sciences from the Autonomous University of Bellaterra and has a long history of public service in the field of economic policy and representation before international institutions. He has developed his professional career as a Commercial Technician and State Economist in Public Administration. He has been executive director of the World Bank Group, general director of Planning at the Ministry of Economy and Finance, economic and commercial counselor of the Delegation of Spain to the OECD, general secretary and general director of Economic Policy of the Ministry of Economy and Finance. Currently, he is a consultant member of the Treasury General Directorate.

Pilar Sánchez He is an Agricultural Engineer from the Polytechnic University of Madrid and a master in Monetary and Financial Economics from CEMFI. It belongs to the State Statistical Corps of the National Statistics Institute of the Ministry of Economic Affairs and Digital Transformation. He has developed a good part of his professional activity in the field of defense of competition. She has been a counselor and vice president of the National Competition Commission, advisor to the Competition Defense Court and member of the plenary session of this Court. In addition, she has been a consultant to the World Bank and is currently an adviser on digital transformation and telecommunications at the Ministry of Economic Affairs and Digital Transformation.

Carlos Aguilar He has a degree in Physical Sciences from the University of Barcelona and a PhD in Audiovisual Communication. He has developed his professional career in the field of teaching as a professor of Structure of the Audiovisual System and Economics Applied to the Media. He is currently Vice-Dean of the Faculty of Information and Audiovisual Media at the University of Barcelona.

Josep Maria Salas He is an Agricultural Engineer and a Doctor in Technology, Humanism and Sustainability from the Polytechnic University of Catalonia. He has developed his professional career in the private sphere, where he has launched different projects related to renewable energy and big data. He has been a director of the Commission of Experts on Energy Transition in Spain and a member of the Advisory Council on Sustainable Development of the Catalan Competition Authority.
