The General State Budget laws of 2017 and 2018, which established additional rates for the stabilization of temporary employment in public administrations, also included an authorization to execute public job offers derived from those stabilization processes, which meant their expires in 2020.
Measure necessary to execute the processes of public employment and stabilization
Failure to adopt this urgent and necessary measure would impede the execution of the calls, with the consequent loss of the positions already approved, without the need to stabilize temporary employment in all public administrations and the corresponding frustration of the expectations of the employees having disappeared. applicants who were to participate in those procedures that could not be convened otherwise.
The complexity of the implementation of these processes, which imply the use of important personal and material resources and their development over a long period of time, has been affected by the impact of the health crisis caused by COVID- 19. Both the suspension of administrative deadlines and the containment measures put in place have not only affected the execution of the processes already started, but also the possibility of starting new procedures.
Commitment announced by the Minister
This urgent and necessary measure, already announced by the Minister of Territorial Policy and Public Function, Carolina Darias, in her appearance before the Senate Public Function Commission on June 4, was one of the matters discussed at the Conference meeting. Public Administration Sector, held on June 11, attended by those in charge of Public Function of all the autonomous communities, of the cities with statute of autonomy of Ceuta and Melilla and of the Spanish Federation of Municipalities and Provinces (FEMP), and it is framed in the commitment of public administrations to improve public employment and reduce temporary employment, promoting the necessary coordination mechanisms to adequately develop stabilization processes.
The BOE has already published the Royal Decree-Law 23/2020, which approves measures in the field of energy and in other areas for economic reactivation, which, among other measures, includes this expansion of the authorizations for the execution of the Public Employment Offer and the temporary stabilization processes.
