The State Meteorological Agency (AEMET) dependent on the Ministry for the Ecological Transition and the Demographic Challenge (MITECO), has developed a new service with which it intends to provide support, in terms of maritime forecasting, to the Maritime Civil Guard Service in surveillance borders.

AEMET, as the National Meteorological Service, is entrusted with the task of preparing, supplying and disseminating meteorological information and forecasts of general interest at the national level. Likewise, and as stated in its catalog of services, it must also provide citizens and public institutions with the best and most up-to-date information possible on anticipated adverse phenomena; finally, its action should favor training, consulting, advice and technical assistance as well as support for the development of competencies to any entity of the public administration. In response to these three points and the result of an inter-administrative collaboration, the State Meteorological Agency has developed a new maritime information viewer.

The restricted-use viewer publishes the forecast maritime conditions through detailed information on wave, visibility or wind predictions, among other variables. The information generated will allow the Civil Guard to optimize its operational capabilities, proactively anticipating any complex situation that may arise.

Agents of the Civil Guard, in a joint operation with the National Police, the Tax Agency and EUROPOL, have dismantled an international criminal organization based in Spain and the Netherlands, and linked to the Mexican cartel of the Beltrán Leyva, allegedly dedicated to the introduction of cocaine and methamphetamine into Europe through the Port of Barcelona.

With this operation, whose investigation has lasted over three years, the largest intervention in the history of crystal meth has been achieved, with the apprehension of a total of 2,549 kilograms of methamphetamine, 1,370 kilograms of cocaine and 17,000 liters of products. chemicals for the production of narcotic drugs. The operation, carried out in Barcelona, ​​Tarragona, the Toledo town of Talavera de la Reina and Valencia, as well as in the Netherlands and Turkey, has concluded with the arrest of 16 people.

With this police intervention, the main route of introduction into Europe of these narcotic substances through the Port of Barcelona is considered dismantled. Those responsible controlled a novel way to introduce the drug, which consisted of creating hidden rooms in concrete blocks, making it undetectable before port controls.

First phase: investigation begins in 2017

The investigations began in 2017 as a result of the flows of information and national and international police cooperation on an export company suspected of being used by Mexican cartels in the introduction of huge quantities of narcotics in the European continent. In this way, the agents began to monitor a Mexican merchant that could be introducing significant amounts of narcotic substance into Europe through Spain.

This company, located in Mexico, would be at the disposal of the Beltrán Leyva cartel, who, using prefabricated concrete thermal blocks intended for construction, hid the drug inside. In this way, they took advantage of the infrastructure of their international trade operations, coming from South and Central America, to take over the European market for narcotic substances.

The investigations suggested that the Mexican cartels were trying to "break" or "flood" the European market with the famous narcotic substance known as crystal meth or methamphetamine. Taking advantage of the historical cocaine routes that they dominated, they were folding into a new incipient market in Europe with this new substance that they themselves elaborated in the jungle areas of Mexico.

As a result of the coordination of the police agencies, it was learned that in 2019, the Netherlands Police intervened in a warehouse in Rotterdam a total of 2,500 kilograms of pure methamphetamine (“crystal meth”). Continuing with the investigation, it was possible to detect a warehouse in the town of Utrecht, where a total of 17,000 liters of chemical products for the production of narcotics were stored. These substances came from a company based in Spain and in charge of introducing the drug on behalf of the Mexican cartel.

His method of concealment was practically foolproof. For this, they used blocks of cellular thermal concrete, to which they made a hidden compartment inside, thus being undetectable for all kinds of border controls given the firmness and material of the product. In this context, the Civil Guard, National Police and Customs Surveillance joined forces to control the movements of the company responsible for these items, based in Mexico and Barcelona, ​​and which used the port of the city for its commercial activities. All this was coordinated by a citizen with Spanish and Mexican nationality living in Spain and who was also the main person in charge of the Mexican cartel in our country.

Once all the evidence had been grouped with the support of the Special Anti-Drug Prosecutor's Office of the National High Court, a detailed investigation was carried out on the importing company and its movements in Spain in order, in coordination with the Dutch authorities, to carry out an action joint effort that would allow the identification of all the actors involved in this international drug trafficking operation and its complete dismantling.

It was detected how the exporting company at the service of the Mexican drug cartels, taking advantage of the existing health situation due to the health crisis, and believing that the Spanish police services dedicated to the fight against organized crime and drug trafficking would reduce their efforts, materialized the shipment of two new containers to the Port of Barcelona, ​​where the State Security Forces and Bodies detected their entry and proceeded to inspect them.

Thus, after leaving the merchant port, they were subjected to a discreet follow-up by the agents until they reached an industrial warehouse in the Barcelona town of Sant Boi de Llobregat, where they were subjected to inspection. There the agents verified, after drilling on them, that a narcotic substance was hidden inside, finding a total of 834 kilograms of cocaine and ten kilograms of methamphetamine on twelve pallets of the 36 transported.

Second phase: new container shipping

Continuing with the investigation efforts, a new shipment of maritime containers destined for Barcelona was detected, for which a strict and permanent control was established over them in order to identify other people or companies that could be involved in their release, customs clearance and corresponding reception.

Finally, the acting units proceeded to open the two new maritime containers in the port area, which left Mexico. Inside, the same thermal concrete blocks were found, packed with the same blue ribbon and the same corporate logo of the Mexican company. Once an inspection of their content was carried out, it was found that inside several of them there were multiple packages with narcotic substances hidden inside, which, once weighed, threw the amount of 536 kilograms of cocaine.

This methodology of concealment inside the concrete blocks demonstrated, once again, the high technical capacity of the Mexican cartel responsible for the introduction of the drug in Spain, this method being undetectable in port controls and requiring great complexity and technical sophistication. to introduce the drug inside in the moments prior to the manufacture of the concrete blocks.

The conclusion of this second phase allowed the Civil Guard, National Police, Customs Surveillance and the Police of the Netherlands to deepen their knowledge of those responsible for the introduction of the narcotic substance, as well as other people who may be involved in this operation, allowing the dismantling of a drug entry route for the Mexican cartels and achieving the final apprehension of 1,370 kilograms of cocaine and 2,536 kilograms of methamphetamine.

Third phase: internationalization of print runs and attendance at registrations

Subsequently, the police forces of Spain and the Netherlands began to join forces in a coordinated manner with EUROPOL to completely dismantle the organization. It remained to dismantle the upper part of the criminal organization, which would have taken refuge in the Netherlands, where it continued to control its investments and money laundering from drug trafficking.

Said action would be motivated by the objective of hitting the criminal organization, which kept all its properties and profits intact in other countries. Agents of the Civil Guard and the National Police traveled to the Netherlands to support the Dutch agents in the searches. Similarly, Dutch agents traveled to Spain. Thus, twelve searches were carried out simultaneously in both countries, proceeding to the arrest of eight people, one of them in Spain and seven in the Netherlands.

The final results of this exploitation allowed the intervention and seizure of three luxury properties in the Netherlands, the blocking and intervention of nine bank accounts and a total of eight high-end vehicles.

Fourth phase: money laundering in Spain

At this point in the operation, the only thing pending was to determine the money laundering structure that the criminal organization had in Spain, having proven the existence of numerous bank movements with origin or destination in Mexico for high amounts, which were received by the members. of the Beltrán Leyva cartel. This remittance of funds was carried out through the collaboration of Spanish businessmen based in Talavera de la Reina and Valencia, who had designed a complex business network to launder the funds obtained through drug trafficking.

On the one hand, the reception of thermal concrete blocks that were exported from Mexico was legitimized. Once in Spain, the companies in charge of receiving them were, in turn, those in charge of releasing those concrete blocks that did not contain narcotic substances, contacting construction companies for this. This work was extremely difficult for them because it is not a construction material widely used in Spanish buildings.

These businessmen were also in charge of providing coverage to the organization by renting properties to store those blocks, mainly those that did not contain a narcotic substance inside. In this way, they unlinked their laundering structure with drug trafficking, so that in the event that they were intervened by the State Security Forces and Bodies, their financial assets and economic flows could not be linked to the illegitimate activity carried out. for the Mexican cartel.

For this reason, in Madrid and Toledo large quantities of concrete blocks that the organization had stored were located, and they were likewise inspected. These were shipments that were made without narcotic substances, in order to create safe import channels.

On the other hand, the money laundering investigation revealed the masking of large amounts of money from the United Arab Emirates and Hong Kong, which were transferred to Mexico using the bank accounts of Spanish companies. These funds, which in all probability were the product of drug trafficking, were entered into the bank accounts of the investigated companies and entered into the Spanish financial system with destination Mexico, without having been able to conclude their commercial origin.

Once the investigation was concluded, the operation related to the arrest of these people was ordered and three entry and search procedures were carried out in which a large number of incriminating documents and various electronic effects were intervened, as well as four long firearms. The general director of the Civil Guard, together with the President of the Provincial Council of Jaén, Francisco Reyes and the deputy delegate of the Government of Spain in Jaén, Catalina Madueño, have announced the investments in infrastructure planned for the Civil Guard in the province of Jaén.

Prior to the presentation, a working meeting was held, which was also attended by the mayor of the City Council of Jaén, Julio Millán; the first lieutenant of the City Council of Baeza, Rodrigo Checa; and different commands of the Civil Guard.

In her speech, the general director began by talking about the Baeza Academy, where at the moment, a total of 1,927 male and female students (1,529 men and 398 women) are preparing to enter the Civil Guard. In this Academy, work will begin to be carried out in 2022 for a total amount of 10.3 million euros.

Within the Infrastructure Plan for State Security, which is executed by Siepse (Society of Infrastructures and Penitentiary Equipment and State Security), it has been put out to tender for an amount of 7.23 million euros building a new shooting gallery, the resurfacing of the Academy's parade ground and the construction of a new athletics track. The award of the works is scheduled for February and the work could begin during the second quarter of 2022. The execution period for these works is 15 months.

In this sense, the general director explained that the surface of the new shooting gallery -with 100 meters in length- rises to almost 5,450 square meters (5,446). The importance of this performance lies fundamentally in that it is also designed for long weapons (not only short ones), a practice that currently cannot be done at the Baeza Academy.

Currently, students have to travel to the old school in Úbeda during the days these classes are scheduled. The gallery will have moving targets and will be partially covered. It includes changing rooms, a training room and, on the first floor, a 1,100-square-meter tatami (or sports area) has been projected. Parallel to this construction, an old long gun shooting gallery and the warehouses on which it is located, which are on the ground floor, will also be refurbished. In this case, the performance area is 608 square meters.

María Gámez highlighted that the Academy's parade ground will also be resurfaced and the dampness that exists in a perimeter service gallery to this space will be fixed. Likewise, the construction of a new approved athletics track is planned, with 6 lanes and a length of 400 meters. Within the perimeter of the court, a 7-a-side football field will also be set up and an auxiliary building will also be erected for changing rooms and a warehouse.

María Gámez has continued her intervention by commenting that, in addition, the files of three other projects in the Baeza Academy that will be financed with European funds and whose total amount amounts to 3.06 million euros The start of work is scheduled for the first half of 2022. With an amount of 1.25 million euros, we have, on the one hand, the replacement of all the doors and windows of the complex, which will allow a greater thermal insulation of the buildings.

On the other hand, the Public Sector Procurement Platform has also tendered, for 783,000 euros, the replacement of the Academy's diesel boilers with gas-fired ones, in addition to the installation of thermo-solar panels for the production of sanitary water, in this case, for an amount of 1.02 million euros. Undoubtedly, actions that not only imply an advance in energy efficiency, but also give more security to the heating and sanitary hot water services that are offered to a significant number of people.

Sustainability and energy efficiency

Related to sustainability and energy efficiency, María Gámez has detailed the actions that are planned in the province of Jaén within the framework of the agreement signed a few days ago between the Ministry of the Interior and the Ministry of Ecological Transition charged to the European recovery funds (Recovery, Transformation and Resilience Plan).

This initiative is mainly focused on small municipalities and rural areas, and has been designed as a useful tool to face the Demographic Challenge, since public security is one of the basic services that guarantees progress in all territories. We have the obligation to offer a quality service to all people, wherever they live.

On the one hand, this agreement is committed to green mobility, with a renewal of the fleet with hybrid and electric vehicles (they will be distributed according to needs), with priority being the Civil Guard posts of Bailén, Beas de Segura and Torredonjimeno. And, on the other hand, the rehabilitation of infrastructures with energy efficiency criteria is promoted.

In total, the planned investment in these municipalities amounts to 5.2 million euros and an energetic renovation of a total area of ​​11,950 square meters is foreseen. The estimated energy savings will be 30% once these works are completed, which will be carried out throughout 2022 and 2023.

The agreement, in addition, has included at the expense of financing the positions of Villacarrillo and that of Mengíbar (728,000 euros).

We are, without a doubt, before a good initiative of the Government of Spain that shows its commitment to the energy transition, bets on people and proposes fair development for all territories. In the Administration we have the responsibility not only to offer quality public services, as I said before, but to take care of and maintain our environment, said María Gámez.
Finally, the general director has highlighted the fluid collaboration that exists with the Provincial Council of Jaén. The supramunicipal institution has financed this year with almost 100,000 euros an air conditioning program in the classrooms of the Baeza Academy, in addition to the rehabilitation of the pool area and other rehabilitation actions of various Civil Guard infrastructures in the province provided for in the agreement signed in July last year with the Provincial Council, endowed with 150,000 euros.

The Civil Guard clarifies the authorship of two crimes of animal abuse

The Civil Guard, within the framework of the TXAKUR operation, has detained a person for two crimes of animal abuse in Álava.

The corpses of the two English Setter puppies were found in a pine forest area near the town of Vírgala Mayor (Álava). After the warning and first inquiries from a Forestry Agent of the Department of the Environment of the Provincial Council of Álava, the two bodies were transferred to the Agricultural Laboratory of the Provincial Council.

In later days, a farm with animals belonging to an individual was located, who had two dogs that had recently given birth to a litter of puppies, whose physical characteristics coincided with the puppies found dead. The Civil Guard agents took DNA samples from each female for later analysis and collation in the Environment Department of the Civil Guard Criminalistics Service.

Subsequently, the SEPRONA agents of the Civil Guard transferred the bodies to the Valencia Institute of Legal Medicine to carry out a necropsy and collect samples for a genetic identification (DNA) analysis. The result revealed the maternal and filial compatibility between one of the dogs owned by the condemned man and the dead puppies.

Likewise, after the necropsy of the corpses and the evaluation of the report, carried out by the Technical Unit of SEPRONA, the cause of death of both dogs was certified: head trauma with a blunt object.

The Civil Guard has been using DNA extraction techniques in its investigations for years, a key tool at the moment to find relationships between species and, as in this case, to identify the perpetrators of crimes of animal abuse.

Prison sentences

Given the events that occurred, the Álava Environmental Prosecutor's Office requested, for each of the crimes, the penalty of 12 months in prison, with special disqualification for the exercise of profession, trade or trade related to animals and for the keeping of animals for a period of one year.

The Court of Instruction No. 2 of Vitoria, sentenced the author of the animal abuse to 16 months in prison, 8 for each of the crimes committed. The Judicial Authority, in its sentence, has therefore independently condemned the crimes committed against each of the puppies, which is increasingly common in courts in different parts of Spain.

Abandonment and Animal Abuse

In recent years there has been an extraordinary evolution in the protection and defense of animals and the conditions necessary for their well-being, which has been accompanied by extensive regulatory development, necessary in the fight against real mafias and criminal organizations behind them. behaviors.

On a day when World Animal Rights Day is commemorated, from the Civil Guard, the importance of animals in the life of man is valued and not only from a social point of view, through the pets, but the fundamental role they play in balancing ecosystems on the planet. The Civil Guard Foundation and the CEOE Foundation (Spanish Confederation of Business Organizations) have signed a collaboration agreement in order to develop activities related to the conservation, dissemination and study of the history, heritage and image of the Civil Guard. A way to bring the culture of safety from the hand of the Civil Guard to the business fabric.

Likewise, with this agreement the Civil Guard will promote the dissemination of safety culture among the Spanish business world through courses, conferences and other types of actions that are considered relevant for this purpose. In this way, the agreement will encourage companies to work on cultural CSR.
The managing director of the Civil Guard Foundation, Francisco López Requena; and the president of the CEOE Foundation, Fátima Bañez, have signed this agreement, which has also been ratified by the Secretary of State for Security, Rafael Pérez, and by the president of the CEOE, Antonio Garamendi.
The signing, which took place in the General Directorate of the Civil Guard, was also attended by the general director of the Corps, María Gámez.

The Civil Guard, within the framework of the PÓLVORA operation, has dismantled a criminal organization that introduced large amounts of hashish on the coasts of Malaga and Cádiz. 40 people have been arrested and 5,770 kilos of hashish have been seized, as well as 17,250 packs of tobacco, 25 vehicles, many high-end, of which 21 have been recovered after being stolen. In addition, 268,000 euros, 2 short weapons and a shotgun, as well as a drone, communication material and abundant documentation have also been intervened.

The operation began last April, when the Civil Guard intervened 2,675 kilos of hashish in a nursery. In that action, 2 people were arrested and 6 cargo cars that had been previously stolen were recovered. From that moment on, the Civil Guards became familiar with the organization's operation.
The new panorama of organizations dedicated to drug trafficking in the Campo de Gibraltar has changed in recent times, currently they are assimilated to subcontracted companies within a business network. Thus, the network investigated in Operation Gunpowder would be in charge of carrying out all the tasks related to the introduction of large consignments of hashish that are carried out on the mainland, that is, the collection of the narcotic substance after it has been disposed of on the coast, transfer to drug nurseries and subsequent distribution.
The dismantled organization introduced large amounts of drugs and tobacco, even detecting the Civil Guard that a week they could introduce about 6 tons of hashish. To get to those levels, the group relied on being a great connoisseur of stash areas.
Those now detained began working mainly in the Puente Mayorga area, but under pressure from the Civil Guard they moved to the coast of Malaga, more specifically Manilva. For this they carried out exhaustive studies of its coasts and roads.
The researchers learned that the network had around a dozen “nurseries” between the towns of San Roque (Cádiz), La Línea de la Concepción (Cádiz) and Manilva (Málaga), for the concealment of hashish and stolen vehicles .

Small boats to transport drugs to the coast

On the other hand, it was detected that the modus operandi most used by the organization in its caches on the beach of Puente-Mayorga and Guadarranque consisted of the use of small inflatable boats that a large group of people launched to carry out a transfer of bales of hashish resin, from the powerful boats that cross the Strait to the cargo vehicles.

It should be noted that throughout the investigation it has been possible to demonstrate that the organization alternated stash of hashish resin bales with stash of smuggled tobacco boxes, reusing the same work crews on the beach. The Civil Guard dismantles a network dedicated to the sale of vehicles obtained irregularly in the European Union

So far, 15 people have been arrested for the alleged crimes of belonging to a criminal group, fraud, theft of vehicles, misappropriation of vehicles and falsification of documents; and 31 high-end vehicles have been recovered

They obtained the vehicles through leasing contracts from companies in other countries and immediately transferred them to Spain, where they legalized their situation and proceeded to sell them.








The Civil Guard, within the framework of the "JORNA" operation, has dismantled a network dedicated to the sale of vehicles that had been acquired illegally in European Union countries.

15 people have been arrested for the alleged crimes of belonging to a criminal group, fraud, theft of vehicles, misappropriation of vehicles and falsification of documents.

The operation began when the Investigation and Analysis group of the Civil Guard Traffic Group, which carries out periodic and random inspections at different ITV stations, detected an unusual increase in vehicles from Germany, France, Italy, and Bulgaria. and Austria, which could be irregular.
Once the documentation of the Technical Inspections had been analyzed, it was observed that there was a short period of time between the acquisition of the vehicles abroad and their subsequent transfer and start of their legalization in Spain. In addition, it was possible to verify the common link between the main investigated, in terms of their nationality, family ties and friendship.
The agents also detected the attempted registration at the Navarra Provincial Traffic Headquarters of two high-end vehicles, using various false documents for this procedure, and which were located by the Civil Guard in the Community of Madrid.
In the course of the investigation, and after the analysis and studies carried out, the attempted registration of 31 vehicles was detected, which were stolen in the country of origin.
The alleged organizers of the criminal plot, would have created a network in which they acquired the vehicles through leasing contracts of companies in other countries of the European Union, all of them high-end, to later transfer them to Spain for sale, when they had been legalized .
Once in possession of the ITV card, they began the registration procedures in different Traffic Headquarters, presenting in many cases false and / or falsified documentation that ranged from false registration certificates, certified identity documents, invoices, to name of people who were not in the country, then proceeding to its sale in Spain.
There are indications that this group operated in Navarra, Madrid and the Basque Country, although those affected in Spain are spread over various provinces of the geography.
The Civil Guard detected that the organization had started the legalization procedures in Spain for a total of 31 vehicles from European countries, for an approximate value of 600,000 euros.
The operation has been carried out by agents belonging to the GIAT of the Navarra Sector, in collaboration with the Central GIAT of the Traffic Group, with the support of other units of the Civil Guard. Likewise, they have had the collaboration of EUROPOL in the exchange of information.
The operation is still open, so new arrests and / or investigations are not ruled out. The investigation of the proceedings is being directed by Court No. 2 of those of Pamplona (Navarra).

Given the possibility of a drug transshipment on the high seas, the agents decided to make a direct approach to the suspects. After detecting the police presence, they boarded the semi-rigid to flee, leaving the boat where the two occupants were going empty.

The crew of the semi-rigid boat, made up of six people, fled ignoring the signals of the agents, carrying out constant evasion maneuvers, while they began to throw bales of hashish and fuel pouches into the sea.

After a long chase, the agents managed to board the boat proceeding to arrest its six occupants, being transferred ashore to be brought to justice.

The agents have counted on the collaboration being supported by other vessels of the corps as well as the Portuguese GNR.
