The Civil Guard, within the framework of the 'Ottoman' operation, has intercepted a merchant ship in the waters of Cartagena (Murcia), where the captain of the ship has been arrested as the alleged perpetrator of the crimes of belonging to a criminal organization, against the rights of foreign citizens and falsification of documents, he has been placed in preventive detention.

In the operation, eight people of Syrian nationality, allegedly victims of a criminal organization dedicated to the illegal trafficking of human beings, have been released.

The investigation began thanks to the collaboration and cooperation between European agencies, when the Civil Guard was alerted to the transit of a ship allegedly used by a transnational criminal organization to smuggle people, hidden under the guise of a merchant transporter of won.
The investigation was precipitated by the interception of two people in the municipality of Mazarrón who, apparently, came from the aforementioned ship and who had taken advantage of the proximity to the coast to abandon it.
For this reason, the Civil Guard proceeded to board the ship to inspect the ship, since at that time, it was in front of the port city of Cartagena.

Counterfeit maritime documentation

After identifying the captain, the agents examined the maritime documentation and verified that the one corresponding to eight people had been falsified to justify their presence on the ship as members of the crew, before an eventual inspection.
Likewise, it was found that these people were Syrian citizens who lacked training or qualification for maritime tasks, although during the journey, they had apparently been forced to work on the ship under exploitative labor conditions.
After several months on board and, fearing that the promise to arrive on European territory would not be fulfilled and that, finally, they would be disembarked in an Arab country that could mean their return to their countries of origin, they forged a plan to abandon the boat.

Modus operandi

From the analysis of the information obtained, it has been possible to determine that the modus operandi began with the recruitment of citizens of Syrian origin and people from other conflict areas, who were offered their transfer to Europe for about 13,000 euros.
To do this, they would have acquired a cattle ship, with the flag of a third country, giving fictitious marine tasks to the migrants, thus exceeding the number of personnel necessary for this type of maritime transport.
Collaboration between European agencies has revealed that the aforementioned ship would have changed its name up to three times, to make it difficult to track and monitor by the different police forces.
The operation has been carried out by units of the Provincial Maritime Service, the Information Group, the Office of Analysis and Investigation (ODAIFI) of the Fiscal Service and Citizen Security of the Civil Guard, with the support of the Corporation of Practices of Port of Cartagena.
The detainee and the proceedings conducted were placed at the disposal of the Cartagena Investigating Court, whose owner ordered the detainee's imprisonment, as well as the seizure of the ship.

The general director of the Civil Guard, María Gámez, appeared this afternoon at the Senate Interior Committee to explain the different initiatives for modernization, generation of public value and contribution to the Demographic Challenge.

María Gámez recalled that “the Demographic Challenge brings together different dimensions of the population, referring both to the structure of the pyramid, and to the location or living conditions of a person. For this reason, dealing with it encompasses different aspects such as depopulation, aging, the effects of the floating population, masculinization, territorial dispersion or migration ”.

The general director has stressed that the Civil Guard is responsible for all of them and in a special way depopulation and territorial dispersion. The Civil Guard carries out its powers in several cities of 100,000 inhabitants, in medium-sized municipalities and in practically all of the Demographic Challenge Spain, where it is often the only reference in security – without local police – and guarantees the presence of the State. In more than 77% of Spanish municipalities, only the Civil Guard offers this service. That is why it is a key actor, because this challenge cannot be raised without the aspect of public security.
María Gámez has indicated human capital as the main asset of the Civil Guard, where the key is to serve Spain and guarantee the rights and freedoms of citizens.

The Civil Guard in Spain's Demographic Challenge

The general director has reported the number of Civil Guard posts with a density of less than 12.5 inhabitants per square kilometer, a total of 585 posts where the territorial units share the facilities of the specialist services that exist throughout the country : Judicial Police teams, Seprona, Traffic, Women-Minor teams, Weapons Intervention, ROCA teams and the newly created @ and viogen teams in the Companies.
The new Strategic Plan of the Civil Guard 2021-2024, approved last March, dedicates one of its 12 priority lines of action to "modernization, generation of public value and contribution to the Demographic Challenge." To develop it, the Civil Guard has just drawn up an Action Plan for "Security against the Demographic Challenge," which was created to comply with the Government's measures outlined. María Gámez explained the main measures that are already underway, among them the following stand out:
  • The promotion of R + D + i projects, such as the use of drones to monitor these areas.
  • The creation of a Project Coordination Office to design initiatives throughout the deployment –including the Demographic Challenge Spain– capable of attracting financing from European recovery funds.
  • A pilot test is being carried out to expand the Prior Appointment system –currently operational for Arms and Explosives procedures- to the presentation of complaints at Civil Guard posts.
  • New technological solutions are being studied and developed, such as Mobile Offices (in the style of those that have operated in high season on the Camino de Santiago) and the expansion of the SIGO Mobility application, which allows service patrols to access on-site and moment to information of interest. (The areas of Valencia, Murcia and much of Andalusia already have it, as well as the Albacete and Cáceres commanderies and the Majadahonda Company).
  • Collaboration with local police is promoted, especially in the framework of the protection of victims of gender violence.
Finally, the general director highlighted the conviction that strengthening the Civil Guard service in the most unpopulated parts of the country, with the help of new technologies and environmentally sustainable actions to promote infrastructures and care for its inhabitants, It will help both to stop the downward population curve and to improve the living conditions of its neighbors.

The Civil Guard, within the framework of the Ro3buk operation, has investigated 23 people belonging to a network of poachers who manipulated hunting seals to later reuse them. They are charged with the alleged crimes of Documentary Falsehood, against Flora, Fauna and Domestic Animals (Poaching), Concealment, Reception and Criminal Group.
In the operation, 13 roe deer trophies, 1 wolf skull, 1 freezer with alien species (nanday parrot) pending taxidermy, 4 wild male trophies and 123 hunting seals have been intervened. Most of the seals seized had been tampered with.
The operation began in May, when the Civil Guard became aware of the existence of an illegal workshop dedicated to dissecting animals located in Móstoles (Madrid).
Continuing with the investigations, the agents located the workshop for which they proceeded to inspect it, verifying that the taxidermy activity was carried out in that place (a place dedicated, among other activities, to the dissection of animals), and that it was equipped with all kinds tools, machinery and products necessary for this.
The aforementioned workshop was in an illegal situation, as it lacked an Environmental License, including those of Self-Employed Social Security, Declaration of the Tax Agency, and the registration of the workshop in the Ministry of the Environment of the Community of Madrid.
In these facilities, a large number of trophies were found in different work areas, as well as seals from different seasons. After issuing the minutes of the events, a total of thirteen roe deer trophies were intervened, as well as a wolf skull, which lacked a seal.
After analyzing the data from the taxidermy books and the seals, it was observed how the security system of many of them had been altered, which is why two more inspections were carried out.
In one, a freezer with non-native species such as a “nanday parrot” was sealed, pending taxidermy, and in the other, 4 unsealed wild male trophies and 123 hunting seals were seized.
After examining the 123 precincts, it was discovered that the hunting dates marked in some of them did not coincide with the data provided by the Provincial Hunting Delegations, and in others they had been duplicated.
With the police investigations carried out, the ownership of the bounded and data of hunters were located.
Among the people investigated is the taxidermist and 22 other people, (hunters and reserve managers), in the provinces of Ávila, Burgos, Valladolid, Guadalajara and Madrid, and it was discovered that sixty reserves spread throughout all the provinces of Castilla y León , Extremadura and Aragón together with those of the provinces of Guadalajara, Albacete, Toledo, Málaga, Castellón, Tarragona, Madrid, even the Regional Hunting Reserves of Castilla y León and Aragon, had been affected.
So far, a total of 33 crimes have been clarified and the illegal taxidermy workshop has been closed down.
The Civil Guard requests the collaboration of both citizens and hunting fans to detect this type of crime. The operation has been developed by the Nature Protection Service (SEPRONA) of the Civil Guard of Ávila, with the support of SEPRONA Units of the Civil Guard of Getafe, Burgos, Palencia and Soria.

The Civil Guard and the FIIAPP presented the project "CT Public Spaces" this morning at the General Directorate of the Civil Guard in Madrid. Representatives of the delegations of Ghana, Kenya and Senegal attended the event.

The Civil Guard has experience in preventing terrorist attacks in public spaces that can help in other countries. The “CT Public Spaces” project is based on the mobilization of this knowledge and experience to other countries where security in events with a large influx of people is a challenge.

The general director of the Civil Guard has highlighted that the ‘CT Public Spaces’ project aims to prevent and reduce terrorist attacks and their effects in public spaces. It is something necessary, without a doubt, because many lives can be saved, in addition to gaining stability and security, fundamental premises to favor the development of any country. Public spaces can reflect both conflicts and coexistence, they are critical places and must be protected.

In this sense, María Gámez has highlighted that the germ of the project is found in the attacks suffered, especially since 2015, in public spaces, tourist and religious venues or critical infrastructures in Europe, Africa and even Asia. Given this, the Directorate General for Migration and Home Affairs of the European Commission drew up an Action Plan to try to identify how the security of these specific points could be strengthened.

The general director has stated that ‘CT Public Spaces’ focuses on the training of personnel of the police forces of partner countries, such as Ghana, Kenya and Senegal. In this way, the Civil Guard, through this necessary initiative, shares its experiences, knowledge and skills.

We are proud to export and contribute the talent of the Rapid Action Group (GAR) and to contribute to the beneficiary states having more prepared, more capable and effective police forces. Finally, the general director of the Civil Guard, has concluded by underlining that the Civil Guard, once the project is completed, will have contributed to the training of a minimum of 100 agents for each partner country through more than thirty activities. So far, 90 students have participated in this initiative here, in Spain, and 94 in their respective countries.

Visit to the UAR headquarters in Logroño

It is planned to make a visit tomorrow, Thursday, to the Rural Action Unit of the Civil Guard at its headquarters in Logroño, where activities on the ground have already begun with specific training in the protection of public spaces for personnel of the police forces of the countries. partners. In these training courses, developed in Spain and in the three African countries, there is the experience of specialists from the Rural Action Unit (UAR) of the Civil Guard and the High Risk Safety Network of the European Union (EU- HRSN).

So far this year, training in command and control techniques, tactical patrol, precision shooters, intervention dogs or risk analysis methods, among others, have been carried out in Logroño for professionals from institutions such as the Ghana Police Service, the Senegalese National Gendarmerie or the National Police Service-Kenya. These professionals replicate these trainings in their countries with the support of the Civil Guard and the EU-HRSN personnel.

The Civil Guard, within the framework of the "Montiel" operation, has proceeded to arrest 15 people belonging to a criminal organization dedicated to drug trafficking nationwide. The detainees are charged with the alleged crimes against public health, belonging to a criminal organization, trafficking in human beings, document forgery, usurpation of civil status, money laundering and fraud of electricity.

In the operation, 7 records have been made, two of them in industrial buildings in the province of Albacete, another two in industrial buildings in the Valencian towns of Oliva and Corbera, another two in the Murcian towns of Torre Pacheco and Archena and one in Seville . Continuing with the investigations, the agents were able to identify the members of the organization, while drawing up the organization chart, detailing the degree of responsibility and tasks carried out by all of them, verifying a criminal network, dedicated to cultivation, purchase and export. of large quantities of cannabis sativa buds to European countries.

Criminal organization and roles

One of the cells of the organization was dedicated to the rental of the industrial buildings, where later the "indoor" plantations were established, carrying out the necessary works and modifications inside, such as the paneling of the rooms where marijuana was grown, the installation of powerful refrigeration appliances. In addition, the ships had a complex electrical system that was fed, fraudulently, from the general connection, located outside the ships, which they accessed by digging long and deep tunnels in the ground.
These warehouses had the presence of personnel of Asian nationality, who stayed in them permanently, performing the maintenance and security functions of the plantation.
The leaders of the organization, in addition to supervising the plantations, gave the appropriate orders to those in charge of their control and maintenance, providing them with everything necessary for the proper development of the crops in addition to the food for their maintenance, since practically these people did not leave the facilities where the cannabis sativa plantations were housed.
Faced with the strong demand for marijuana, the criminal organization created another cell, which established a house in Seville as a place for packaging, distribution and shipment of the drug, and was in charge of contacting intermediaries residing in other provinces of the Andalusian community for the acquisition of significant amounts of cannabis sativa buds.

Marijuana buds sent by courier companies

The bud packs, vacuum packed and protected by several outer layers, to make the smell more difficult, were presented at parcel transport companies, for later shipment to various European countries, using false identities and documentation, usurped from other Asian citizens. .
The Civil Guard has intervened numerous shipments, in parcel transport companies in the provinces of Albacete, Valencia, Alicante, Almería and Córdoba, containing perfectly packaged marijuana buds hidden between clothing for shipment to European countries

Interventions in various European countries

A part of this amount of marijuana was seized on English soil, most of it having European destinations such as the United Kingdom, Holland, Belgium and France. Likewise, 310 grams of marijuana buds, self-closing bags for distribution, 26 grams of hashish and a precision scale.

Arrests, searches and intervened effects

As a result of these interventions, the agents proceeded to arrest three people in the Almeria town of Roquetas de Mar, when they tried to send several packages of marijuana to different European countries through a transport company. After these first arrests, the Civil Guard detained the remaining members.

Electric fluid fraud valued at more than 50,000 euros

Once the expert report was made, by the electric fluid distribution company, it was estimated that the fraud of electric fluid from the warehouses where the plantations were housed exceeded 50,000 euros.
Thanks to this intervention, the circulation of more than 2 million doses of marijuana has been prevented.

The Civil Guard, through its Department Against Cybercrime of the Central Operational Unit, has carried out what has been called Operation Hodlife, in which one of the largest known cryptocurrency cyber crooks has been arrested in Latvia, escaping from the international justice and sought by international law enforcement agencies since 2015.

Launch of a new cryptocurrency; "HODLIFE, The Unicorn Token"

Thanks to the volume of information provided by affected people in the citizen communication channels enabled by the Civil Guard for this purpose, it was possible to follow the trail of the launch, or "airdrop", of a new virtual currency, a project called by its creators as "HODLIFE, The Unicorn Token ”, who, to attract investment of funds, promised their“ hodlers ”, or users who invest in cryptocurrency, the distribution among all of them of part of the commissions of the operations that were carried out in this new platform.

In this way, the now detained man took control of cryptocurrencies worth more than € 500,000, leaving behind more than a thousand affected.

For the dissemination of this project, the detainee used the most common channels in current digital communication, through aggressive advertising campaigns on Twitter profiles, Telegram and on a website created expressly, quickly attracting a large community of users who, Thanks to the messages launched from these platforms, they were being duped into depositing their cryptocurrencies in this new line of business.

To give these campaigns greater credibility, the creator of HODLIFE obtained the services of an actor, who recorded promotional videos of the project posing as the creator of the project.

In these videos, the actor and false creator, transmitted messages of thanks to the entire new community of followers, at the same time that he kept them abreast of the most relevant news, achievements and new implementations in the mechanics of the project.

"Rug pull" or "pull the rug". Start of the investigation

Finally, at the end of last June, all investors who had invested their cryptocurrencies in HODLIFE could see how they had been transferred to other portfolios, leaving no trace of their investments, realizing at that moment that they had been scammed.

This type of scam is commonly known as “rug pull” or “throwing the carpet”, and it consists of the developers of a project abandoning it and fleeing with the investors' money.

Thus initiated the investigation by the Department Against Cybercrime of UCO, the investigators were able to slowly trace the route that the stolen funds followed, despite the fact that the author of the fraud used various measures to erase it, such as the change of currency of the cryptocurrencies, transfers to different networks of the blockchain, or the use of platforms that offer services of “mixing” or mixing crypto assets with those of other users, thus making it difficult to identify the ownership of each of the portfolios in the that the funds are deposited.

In this exhaustive analysis of the traceability of digital wallets associated with HODLIFE, the agents were able to corroborate the links with another wallet whose ownership fell to AT, a 29-year-old Lithuanian citizen who had been known to have stayed in our country for long periods of time since 2020.

In the same way, it was found that most of the funds in that wallet had their origin in the same “mixing” platforms that were used to divert the cryptocurrencies from HODLIFE. All these income were prior to the scam object of this investigation, amounting to € 600,000, showing that this person made the scam his way of life.

Mansions of € 1000 per day for rent

In parallel, the investigation focused on being able to define the exact location from where the scammer was carrying out all his operations, being able to specify after the study and analysis of different internet connections, that this individual was acting from Spain, specifically from a one of the most exclusive areas of the Costa del Sol.

By following the trail of this person, the agents were able to verify the high standard of living that he and his companions led, residing in luxury villas with rents exceeding one thousand euros a day or renting high-end cars of the most exclusive brands, as well as spending huge amounts of money in designer clothing stores and in the most prominent restaurants on the Costa del Sol.

It was also decisive for the agents to know how they alternated residence in the aforementioned villas, with others in hotels, being able to verify that it was in the latter where they used their internet connections to connect to different platforms for buying and selling cryptocurrencies and transferring funds stolen from wallets you own.

False documentation and arrest warrant and extradition by the US

Focusing the investigation on both the now detained and his closest environment, the agents were able to confirm that in reality this individual was not of Lithuanian origin but Latvian and that he has been carrying false personal documentation for several years.

Once identified without any doubt, the Civil Guard activated all international police cooperation mechanisms, thus being able to learn about the scammer's journey through different countries, renting vehicles and mansions in all of them, even owning credit cards and bank accounts with false ownership.

It has also been possible to specify that this person had a search, arrest and extradition order ordered by the United States in 2015 motivated by the commission of fraud.

The Minister of the Interior, Fernando Grande-Marlaska, accompanied by the general director of the Civil Guard, María Gámez, has delivered this Monday the Recognitions of the Civil Guard in the fight against violence against women. The director of the Civil Guard has reviewed some of the measures already implemented this year, such as the internal protocol for action in situations of this type that affect Corps personnel; the reinforcement of the EMUME Central; the opening of the first expert course on Violence against Women taught at the Civil Guard University Center; and the modification of the study plans of all the teaching centers of the Corps to reinforce and unify criteria on this subject.

Awards in five categories

The recognitions, which comprise five categories, have been awarded to the following institutions and individuals:

  • To the Civil Guard Unit: Personnel Command, as the leader of the working group in which the Internal Protocol of action was drawn up in cases of violence against women when the victim and / or the aggressor belong to the Institution.
  • To the Civil Guard personnel: David Gallego Ortí, civil guard stationed in Sueca (Valencia), who prevented the attack of a man against a woman, on October 18.

In his speech, the Interior Minister had a memory for the members of the Civil Guard Traffic Group killed in the act of service or victims of terrorism, and predicted that the Traffic School, "which is already a pioneer in the design of university courses related to traffic, road safety, accident investigation and reconstruction, road transport and driving, it will soon be considered a true faculty of traffic and road safety ”thanks to its link to the university center of the corps .

The Traffic School and Mérida

The first courses dedicated to traffic services were held in 1959 in Madrid, prior to the founding of the Traffic Association on August 26 of that year with the mission of monitoring, regulating, assisting and controlling traffic and transport, thus as well as to guarantee the safety of the circulation in the interurban roads. Since this year, and until 1961, a total of 17 courses were held in different locations: El Escorial, Colmenar Viejo, Valdemoro and Madrid.

As of 1962, the courses take place at the Mobile Command and Automobile Park and the practical driving classes at Venta la Rubia in Campamento (Madrid). Between 1986 and 1996, the Traffic School was established in the premises of the College of Young Guards of Valdemoro (Madrid).

Since January 1, 1996, the Traffic School was located in the Mérida dependencies, inaugurated by the Kings on January 31 of that same year. The school depends, organically and functionally, on the Headquarters of the Traffic Association; technically, from the Civil Guard Teaching Headquarters, and, in collaboration for teaching purposes, from the General Directorate of Traffic.

In addition to the courses dedicated to traffic and transportation, specialty courses have also been held among other national and foreign police forces with competencies in traffic.

Since its inauguration in 1996, almost 13,000 students have passed through the Mérida Traffic School. In 2021 there are a total of 507 students taking the different courses taught at the center:

  • Specialization: motorcyclist courses, reports and management.
  • Change of modality: courses for crowded motorists and vice versa.
  • Basic training: courses in cinemometers, GIAT, COTA.
  • Improvement: transportation courses, specific for drug detection and university expert course on road accident reconstruction.
In addition, the school also teaches the anniversary master's degree in road and traffic safety, as well as teaching the specialty of SEPRONA in relation to motorcycle driving.

350 kilograms of explosives precursors seized in a block of flats

The Civil Guard, within the framework of an investigation carried out into the illegal sale of explosives precursors, has proceeded in Reus (Tarragona) to seize 350 kilograms of Potassium Chlorate, a restricted explosives precursor whose owner had put up for sale in a way illegal on an online platform.

The seller had the aforementioned precursor substances stored, in 7 drums of 50 kilograms each, in the community garage of the block of flats where he resided, generating a considerable risk for his neighbors as the place lacked any type of security measure.

The precursor substance seized came from an old primer manufacturing company that had closed several years ago.

The investigation began last September when members of the Civil Guard Information Office detected the attempt to illegally sell this product over the Internet.

The trade in explosive precursor chemicals has been restricted and regulated for years both in the European Union and in Spain, to prevent its diversion to the illegal manufacture of explosives for terrorist or criminal purposes; Therefore, for its possession and legal acquisition in our country, it is necessary to previously have a license granted by the Ministry of the Interior through the Intelligence Center for Counter-Terrorism and Organized Crime (CITCO), which is the National Contact Point. in the matter of precursors, and with which the Information Office of the Civil Guard works closely in this matter, as shown by the fact that this Unit so far this year has analyzed more than 420 applications for this type of license. precursors to rule out that their applicants do not intend to divert these substances for illicit purposes.

Likewise, and within these control tasks in this matter, the Civil Guard Information Service Units throughout this year have carried out 26 inspections of establishments that trade in this type of substances and investigated 24 suspicious transactions of the themselves.

The intervened Potassium Chlorate had a concentration of 99.8%, which implies that its sale and possession is prohibited to individuals, so that it can only be acquired by those professional users who need it to carry out their work or industrial activity. For this reason, the seller has been administratively denounced for a very serious violation of the Precursors Law. This substance is extremely sensitive to any source of ignition, which is why it had to be removed by Technicians in Explosives Deactivation (TEDAX) of the Civil Guard.

This is one of the largest seizures of explosives precursors carried out so far in our country, together with the one carried out in August 2021 in Castilleja de la Cuesta (Seville), where the Information Office of the Civil Guard dismantled a clandestine workshop manufacturing of explosives.
