The Civil Guard in Malaga investigates a 29-year-old man for driving at 295 kilometers per hour on the Mediterranean highway -AP7-. It also carried out various maneuvers that put the lives of other road users at risk, overtaking two vehicles in a zigzag and driving along the shoulder.

The detainee offered his help to a charity association in Tenerife to transport the belongings and food that he had managed to collect to La Palma. Posing as a manager of a false solidarity association, the scammer contributed the three containers to load them with all the donations.

After the transport was delayed, the affected association contacted him to find out the reasons for the delay, and received in response a video in which several people were seen unloading and distributing belongings. However, the images were old and did not correspond to any real transfer to the island of La Palma.

Investigators have verified that the containers are in the same place where they were filled, in the town of San Isidro.

The Civil Guard, within the framework of the “Talofita” operation, carried out in the province of Cádiz, has proceeded to dismantle a criminal organization dedicated to money laundering from drug trafficking. In the operation, more than 3 million euros have been immobilized between mercantile companies, real estate, cash, fishing boats, blocked accounts and intervened vehicles.
Likewise, 11 people have been arrested, including the leader of the organization known as "DORO" and his closest environment, who served as front men to camouflage the organization's assets. 9 legal persons have also been immobilized.
There have been 5 simultaneous home searches in Sanlúcar de Barrameda and Chipiona, where 11 real estate properties, 2 trawling fishing boats, cash, 24 vehicles have been intervened, more than 40 financial products have been blocked between bank accounts, deposits, safe deposit boxes, funds investment and abundant documentation.
The investigation began when the Civil Guard learned of an alleged money laundering crime committed by members of a criminal organization that had spent years laundering huge amounts of money of dubious origin.
Continuing with the investigations, the agents were able to determine that the organization was led by a well-known person in Sanlúcar, with a history of drug trafficking, and his wife, the daughter of a historical drug trafficker in the area known as "el Acuático."
These two people would be in charge of an entire financial and business network whose sole objective would be to launder large amounts of money of illicit origin through a complex network of companies. At the head of the companies, the criminal organization placed relatives and close people until they constituted a complex corporate network, in the case of establishing companies with a minimum capital and in a short time multiplying it exponentially, without carrying out apparent commercial activities.
It should be noted that a relative of the leader, who had not carried out paid activities since 2012 and without declared income, in 2017 bought a fishing boat worth more than € 440,000, being also granted a loan by a local bank in more than € 200,000. In the same way, it is the owner of several financial products, including bank accounts, investment funds and securities, for an amount of more than half a million euros.
Another significant case is that of another relative of one of his trusted men, who despite being a pensioner, became a promoter of musical events, where a concert was held in Sanlúcar de Barrameda, in which a well-known American singer from reggaeton and Latin trap, for an amount of more than € 900,000, paid at a loss by the investigated companies.
Likewise, in 2017 a sports club that was in bankruptcy was rescued by the leader of the organization, appointing himself as president and making capital injections to clean up the club's accounts and start all kinds of works.
The operation has been promoted by the Anti-Drug Prosecutor's Office, executed by the Money Laundering Team of the Cádiz Civil Guard Command and directed by the Examining Court No. 3 of Sanlúcar.

The Civil Guard, within the framework of the DUEL operation, has investigated and inspected companies dedicated to the transport of food products in tanks and several laundries of these, to detect irregularities in the transport of food intended for human consumption. A total of 10 people related to the illegal transport of food products have been arrested and investigated.
SEPRONA and the Civil Guard Traffic Group have carried out more than 700 controls and nearly 400 inspections of companies linked to the transport of food in tanks.
Modus Operandi.
During the first semester of 2021, the Civil Guard in collaboration with AESAN (Spanish Agency for Food Safety and Nutrition), verified the existence of irregularities committed by some transport companies that did not offer guarantees of a correct transport of food, with a potential risk for public health.
Trucks equipped for the transport of food were detected, which used these tanks taking advantage of the return trips to their companies to transport other non-food products without the corresponding washing of the tanks. Among them waste products, animal feed and fuels. Thus they managed to lower costs.
They also removed the stickers with mandatory indications of "exclusively for food products" to avoid inspections by the competent authorities.
10 people have been arrested and investigated for alleged crimes of falsification of documents and against public health for the transport of food in conditions that are not optimal for consumption.
Thanks to this operation, it has been possible, on the one hand, to eliminate certain irregular practices carried out by some specialized transporters in these transfers, and on the other hand, to guarantee the safety of the agri-food chain.
However, it has been found that practically the entire sector operates according to current regulations on food safety. The good practices of most carriers in Spain that have been so fundamental in recent years in the distribution of basic products with the COVID19 pandemic are highlighted.
All the irregular foods identified that the tanks contained have had their final destination destroyed, in accordance with current regulations.

Featured performances

Almeria.- There has been the arrest and investigation of eight people for an alleged crime against public health and a continuing crime of falsification of documents. During this investigation, the contents of a tanker were immobilized for lacking the mandatory hygienic sanitary conditions. The truck contained raw goat milk whose final destination was its destruction in an authorized waste manager.
Valladolid.- A person has been investigated for an alleged crime of falsifying documents and another crime of collection, transport and disposal of hazardous waste. This person moved and managed SANDACH products (By-products of animal origin not intended for human consumption) in an irregular manner.
Lleida.- The person in charge of a transport company is investigated for falsifying the washing documents of the tanker trucks that he used to transport non-food products. During the course of the investigation, it was found that said company had been transporting all types of non-food products in tanker trucks exclusively for food use.

The Civil Guard, within the framework of the 'Ottoman' operation, has intercepted a merchant ship in the waters of Cartagena (Murcia), where the captain of the ship has been arrested as the alleged perpetrator of the crimes of belonging to a criminal organization, against the rights of foreign citizens and falsification of documents, he has been placed in preventive detention.

In the operation, eight people of Syrian nationality, allegedly victims of a criminal organization dedicated to the illegal trafficking of human beings, have been released.

The investigation began thanks to the collaboration and cooperation between European agencies, when the Civil Guard was alerted to the transit of a ship allegedly used by a transnational criminal organization to smuggle people, hidden under the guise of a merchant transporter of won.
The investigation was precipitated by the interception of two people in the municipality of Mazarrón who, apparently, came from the aforementioned ship and who had taken advantage of the proximity to the coast to abandon it.
For this reason, the Civil Guard proceeded to board the ship to inspect the ship, since at that time, it was in front of the port city of Cartagena.

Counterfeit maritime documentation

After identifying the captain, the agents examined the maritime documentation and verified that the one corresponding to eight people had been falsified to justify their presence on the ship as members of the crew, before an eventual inspection.
Likewise, it was found that these people were Syrian citizens who lacked training or qualification for maritime tasks, although during the journey, they had apparently been forced to work on the ship under exploitative labor conditions.
After several months on board and, fearing that the promise to arrive on European territory would not be fulfilled and that, finally, they would be disembarked in an Arab country that could mean their return to their countries of origin, they forged a plan to abandon the boat.

Modus operandi

From the analysis of the information obtained, it has been possible to determine that the modus operandi began with the recruitment of citizens of Syrian origin and people from other conflict areas, who were offered their transfer to Europe for about 13,000 euros.
To do this, they would have acquired a cattle ship, with the flag of a third country, giving fictitious marine tasks to the migrants, thus exceeding the number of personnel necessary for this type of maritime transport.
Collaboration between European agencies has revealed that the aforementioned ship would have changed its name up to three times, to make it difficult to track and monitor by the different police forces.
The operation has been carried out by units of the Provincial Maritime Service, the Information Group, the Office of Analysis and Investigation (ODAIFI) of the Fiscal Service and Citizen Security of the Civil Guard, with the support of the Corporation of Practices of Port of Cartagena.
The detainee and the proceedings conducted were placed at the disposal of the Cartagena Investigating Court, whose owner ordered the detainee's imprisonment, as well as the seizure of the ship.

The general director of the Civil Guard, María Gámez, appeared this afternoon at the Senate Interior Committee to explain the different initiatives for modernization, generation of public value and contribution to the Demographic Challenge.

María Gámez recalled that “the Demographic Challenge brings together different dimensions of the population, referring both to the structure of the pyramid, and to the location or living conditions of a person. For this reason, dealing with it encompasses different aspects such as depopulation, aging, the effects of the floating population, masculinization, territorial dispersion or migration ”.

The general director has stressed that the Civil Guard is responsible for all of them and in a special way depopulation and territorial dispersion. The Civil Guard carries out its powers in several cities of 100,000 inhabitants, in medium-sized municipalities and in practically all of the Demographic Challenge Spain, where it is often the only reference in security – without local police – and guarantees the presence of the State. In more than 77% of Spanish municipalities, only the Civil Guard offers this service. That is why it is a key actor, because this challenge cannot be raised without the aspect of public security.
María Gámez has indicated human capital as the main asset of the Civil Guard, where the key is to serve Spain and guarantee the rights and freedoms of citizens.

The Civil Guard in Spain's Demographic Challenge

The general director has reported the number of Civil Guard posts with a density of less than 12.5 inhabitants per square kilometer, a total of 585 posts where the territorial units share the facilities of the specialist services that exist throughout the country : Judicial Police teams, Seprona, Traffic, Women-Minor teams, Weapons Intervention, ROCA teams and the newly created @ and viogen teams in the Companies.
The new Strategic Plan of the Civil Guard 2021-2024, approved last March, dedicates one of its 12 priority lines of action to "modernization, generation of public value and contribution to the Demographic Challenge." To develop it, the Civil Guard has just drawn up an Action Plan for "Security against the Demographic Challenge," which was created to comply with the Government's measures outlined. María Gámez explained the main measures that are already underway, among them the following stand out:
  • The promotion of R + D + i projects, such as the use of drones to monitor these areas.
  • The creation of a Project Coordination Office to design initiatives throughout the deployment –including the Demographic Challenge Spain– capable of attracting financing from European recovery funds.
  • A pilot test is being carried out to expand the Prior Appointment system –currently operational for Arms and Explosives procedures- to the presentation of complaints at Civil Guard posts.
  • New technological solutions are being studied and developed, such as Mobile Offices (in the style of those that have operated in high season on the Camino de Santiago) and the expansion of the SIGO Mobility application, which allows service patrols to access on-site and moment to information of interest. (The areas of Valencia, Murcia and much of Andalusia already have it, as well as the Albacete and Cáceres commanderies and the Majadahonda Company).
  • Collaboration with local police is promoted, especially in the framework of the protection of victims of gender violence.

The Civil Guard, within the framework of the Ro3buk operation, has investigated 23 people belonging to a network of poachers who manipulated hunting seals to later reuse them. They are charged with the alleged crimes of Documentary Falsehood, against Flora, Fauna and Domestic Animals (Poaching), Concealment, Reception and Criminal Group.
In the operation, 13 roe deer trophies, 1 wolf skull, 1 freezer with alien species (nanday parrot) pending taxidermy, 4 wild male trophies and 123 hunting seals have been intervened. Most of the seals seized had been tampered with.
The operation began in May, when the Civil Guard became aware of the existence of an illegal workshop dedicated to dissecting animals located in Móstoles (Madrid).
Continuing with the investigations, the agents located the workshop for which they proceeded to inspect it, verifying that the taxidermy activity was carried out in that place (a place dedicated, among other activities, to the dissection of animals), and that it was equipped with all kinds tools, machinery and products necessary for this.
The aforementioned workshop was in an illegal situation, as it lacked an Environmental License, including those of Self-Employed Social Security, Declaration of the Tax Agency, and the registration of the workshop in the Ministry of the Environment of the Community of Madrid.
In these facilities, a large number of trophies were found in different work areas, as well as seals from different seasons. After issuing the minutes of the events, a total of thirteen roe deer trophies were intervened, as well as a wolf skull, which lacked a seal.
After analyzing the data from the taxidermy books and the seals, it was observed how the security system of many of them had been altered, which is why two more inspections were carried out.
In one, a freezer with non-native species such as a “nanday parrot” was sealed, pending taxidermy, and in the other, 4 unsealed wild male trophies and 123 hunting seals were seized.
After examining the 123 precincts, it was discovered that the hunting dates marked in some of them did not coincide with the data provided by the Provincial Hunting Delegations, and in others they had been duplicated.
With the police investigations carried out, the ownership of the bounded and data of hunters were located.
Among the people investigated is the taxidermist and 22 other people, (hunters and reserve managers), in the provinces of Ávila, Burgos, Valladolid, Guadalajara and Madrid, and it was discovered that sixty reserves spread throughout all the provinces of Castilla y León , Extremadura and Aragón together with those of the provinces of Guadalajara, Albacete, Toledo, Málaga, Castellón, Tarragona, Madrid, even the Regional Hunting Reserves of Castilla y León and Aragon, had been affected.
So far, a total of 33 crimes have been clarified and the illegal taxidermy workshop has been closed down.

The Civil Guard and the FIIAPP presented the project "CT Public Spaces" this morning at the General Directorate of the Civil Guard in Madrid. Representatives of the delegations of Ghana, Kenya and Senegal attended the event.

The Civil Guard has experience in preventing terrorist attacks in public spaces that can help in other countries. The “CT Public Spaces” project is based on the mobilization of this knowledge and experience to other countries where security in events with a large influx of people is a challenge.

The general director of the Civil Guard has highlighted that the ‘CT Public Spaces’ project aims to prevent and reduce terrorist attacks and their effects in public spaces. It is something necessary, without a doubt, because many lives can be saved, in addition to gaining stability and security, fundamental premises to favor the development of any country. Public spaces can reflect both conflicts and coexistence, they are critical places and must be protected.

In this sense, María Gámez has highlighted that the germ of the project is found in the attacks suffered, especially since 2015, in public spaces, tourist and religious venues or critical infrastructures in Europe, Africa and even Asia. Given this, the Directorate General for Migration and Home Affairs of the European Commission drew up an Action Plan to try to identify how the security of these specific points could be strengthened.

The general director has stated that ‘CT Public Spaces’ focuses on the training of personnel of the police forces of partner countries, such as Ghana, Kenya and Senegal. In this way, the Civil Guard, through this necessary initiative, shares its experiences, knowledge and skills.

We are proud to export and contribute the talent of the Rapid Action Group (GAR) and to contribute to the beneficiary states having more prepared, more capable and effective police forces. For its part, from the FIIAPP, the Spanish cooperation agency that mobilizes talent from Spanish public administrations, Anna Terrón, its director, has stressed that security is a prerequisite to any stabilization and inclusive development process. Sometimes, development and security actors work from different logics, but this exchange enriches us.

Visit to the UAR headquarters in Logroño

It is planned to make a visit tomorrow, Thursday, to the Rural Action Unit of the Civil Guard at its headquarters in Logroño, where activities on the ground have already begun with specific training in the protection of public spaces for personnel of the police forces of the countries. partners. In these training courses, developed in Spain and in the three African countries, there is the experience of specialists from the Rural Action Unit (UAR) of the Civil Guard and the High Risk Safety Network of the European Union (EU- HRSN).

So far this year, training in command and control techniques, tactical patrol, precision shooters, intervention dogs or risk analysis methods, among others, have been carried out in Logroño for professionals from institutions such as the Ghana Police Service, the Senegalese National Gendarmerie or the National Police Service-Kenya. These professionals replicate these trainings in their countries with the support of the Civil Guard and the EU-HRSN personnel.

The detainees are charged with the alleged crimes against public health, belonging to a criminal organization, trafficking in human beings, document forgery, usurpation of civil status, money laundering and fraud of electricity.

In the operation, 7 records have been made, two of them in industrial buildings in the province of Albacete, another two in industrial buildings in the Valencian towns of Oliva and Corbera, another two in the Murcian towns of Torre Pacheco and Archena and one in Seville . Continuing with the investigations, the agents were able to identify the members of the organization, while drawing up the organization chart, detailing the degree of responsibility and tasks carried out by all of them, verifying a criminal network, dedicated to cultivation, purchase and export. of large quantities of cannabis sativa buds to European countries.

Criminal organization and roles

One of the cells of the organization was dedicated to the rental of the industrial buildings, where later the "indoor" plantations were established, carrying out the necessary works and modifications inside, such as the paneling of the rooms where marijuana was grown, the installation of powerful refrigeration appliances. In addition, the ships had a complex electrical system that was fed, fraudulently, from the general connection, located outside the ships, which they accessed by digging long and deep tunnels in the ground.
These warehouses had the presence of personnel of Asian nationality, who stayed in them permanently, performing the maintenance and security functions of the plantation.
The leaders of the organization, in addition to supervising the plantations, gave the appropriate orders to those in charge of their control and maintenance, providing them with everything necessary for the proper development of the crops in addition to the food for their maintenance, since practically these people did not leave the facilities where the cannabis sativa plantations were housed.
Faced with the strong demand for marijuana, the criminal organization created another cell, which established a house in Seville as a place for packaging, distribution and shipment of the drug, and was in charge of contacting intermediaries residing in other provinces of the Andalusian community for the acquisition of significant amounts of cannabis sativa buds.

Marijuana buds sent by courier companies

The bud packs, vacuum packed and protected by several outer layers, to make the smell more difficult, were presented at parcel transport companies, for later shipment to various European countries, using false identities and documentation, usurped from other Asian citizens. .
The Civil Guard has intervened numerous shipments, in parcel transport companies in the provinces of Albacete, Valencia, Alicante, Almería and Córdoba, containing perfectly packaged marijuana buds hidden between clothing for shipment to European countries

Interventions in various European countries

A part of this amount of marijuana was seized on English soil, most of it having European destinations such as the United Kingdom, Holland, Belgium and France. Likewise, 310 grams of marijuana buds, self-closing bags for distribution, 26 grams of hashish and a precision scale.

Arrests, searches and intervened effects

As a result of these interventions, the agents proceeded to arrest three people in the Almeria town of Roquetas de Mar, when they tried to send several packages of marijuana to different European countries through a transport company. After these first arrests, the Civil Guard detained the remaining members.

Electric fluid fraud valued at more than 50,000 euros

Once the expert report was made, by the electric fluid distribution company, it was estimated that the fraud of electric fluid from the warehouses where the plantations were housed exceeded 50,000 euros.
Thanks to this intervention, the circulation of more than 2 million doses of marijuana has been prevented.
